Introduction
Maryland Higher Education Commission is seeking a highly motivated and enthusiastic individual for the Associate Director for Career and Workforce Education/Private Career Schools unit. This position provides management services for the coordination and regulation of postsecondary education in the State of Maryland and is responsible for the planning organization and supervision of all work within the Career and Workforce Education/Private Career Schools unit.

POSITION DUTIES
The Maryland Higher Education Commission (MHEC) has two main purposes:
(1) academicplanning and policy analysis and (2) financial analysis.
The Department of Academic Affairsconducts academic planning and policy analysis for all postsecondary educational institutions inMaryland. This includes degree granting institutions of higher education as well as non-degreeinstitutions (private career schools).
This Associate Director for Career and WorkforceEducation position is assigned duties and responsibilities related to academic planning and policy analysis for private career primary purposes of this position are three-fold:1. Private Career Education Oversight: Oversee MHEC and MHEC staff in their privatecareer school institutional and program approval endeavors to protect and serve the public byensuring that private career schools operate in accordance with standards established byMaryland regulations and to provide leadership for the state.2. Workforce Development Initiatives: Conduct special projects and assignments to promoteworkforce development in the State as directed by the General Assembly the Governor theSecretary the Maryland State Plan for Postsecondary Education or other State agencies.
Private Career School Oversight: Provide overall leadership and management of applications from private and train professional staff hired as Analysts and and manage the Training Provider Questionnaire (TPQ) New Applicant Workshop Training for prospective new applications for approval of new private career schools new programsprogram modifications changes of ownership and changes of private career schools for compliance with Maryland law on-site state supervisory visits to private career schools to assess theircompliance with minimum State standards. During the visits interview studentsand school staff as well as conduct extensive reviews of student review and provide a final summary of the Annual Report DataCollection from Private Career Schools. Analyze the findings of school investigations and determine the appropriatecourse of action in consultation with staff and legal statements of deficiencies for review by staff and legal reports of findings and identify in consultation with staff and legalcounsel any required corrective in the preparation of exhibits and testify at administrative hearingsrequested by schools contesting the Secretarys statements of in the preparation of exhibits and testify at administrative hearingsrequested by schools contesting the Secretarys statements of responses to written student complaints in accordance with responses to public inquiries regarding private career schools andprivate career school students impacted by precipitous school closures. This includes but isnot limited to: obtaining student records and arranging for students to eithertransfer to other schools to complete their training or request tuition and management of the PCS Guaranty Student Tuition agency in statewide meetings related to Career and WorkforceEducation.
Manage the processing of transcripts for all closed Maryland the Student Transcript Request PortalProvide Private Career School annual updates to Office of Student FinancialAssistance on scholarships as annual data reports to Office of Research and Policy Analysis
MINIMUM QUALIFICATIONS
Education:A Doctoral degree from an accredited college or university.
Experience:Five years of administrative or teaching experience in post-secondary education programs.
Note: Candidates may substitute two additional years of experiencein post-secondary education for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
The successful candidate will be an experienced leader in the application of statutory and regulatory requirements with specific experience in private career schools workforce development continuing education and/or a related postsecondary professional setting.
Candidates should have excellent oral and written communication skills research and analytical abilities and experience supervising professional staff.
Additionally applicants should have experience managing complex projects with fixed deadlines working collaboratively as part of a team and leading interagency committees and work groups.
