POSITION DESCRIPTION
The main duties include but are not limited to:
Supervise and direct quality control engineers assigned to perform inspections and surveillance in support of project work and/or maintenance activities
Provide quality control support to construction management and direct personnel to implement quality requirements and to accurately status the results
Establish priorities which support construction/operations needs. Resolve complex problems which develop during the implementation of quality activities by coordinating with internal and external departments
Provide leadership which inspires efficient performance of assignments safe work habits timely exchange of information and each individuals commitment to site policies
Participate in contract discussions relating to quality activities
Prepare comprehensive status reports for construction quality activities
Review and approve subcontractors quality procedures and monitor their adherence to those procedures
Coordinate the activities of assigned quality control engineers and with other construction departments to ensure that construction is in compliance with site specifications and standards
Prepare quality procedures to ensure proper inspection testing and surveillance activities are being performed
Provide effective quality training programs and ensure assigned personnel are qualified to perform assigned tasks
Prepare performance evaluations of assigned personnel.
EDUCATION REQUIREMENTS
Bachelors degree in a technical discipline and at least 8 - 10 years of practical experience in construction inspection or related areas
An Associates degree and 10 - 12 years of practical experience would be considered equivalent
A high school diploma and 12 - 16 years of practical experience would also be considered equivalent
Well developed organizational and supervisory skills and good communication talents are required.
Certification in areas of responsibility are required with ongoing programmatic training per the requirements of the project quality program.
MINIMUM QUALIFICATIONS

Practical field experience in civil (soils concrete reinforcing steel structural steel protective coatings) quality control inspections
Ability to develop review and implement inspection plans in accordance with technical documents codes and standards
Competency in reviewing and issuing non-conformance reports and coordinating corrective actions
Strong organizational and communication skills to foster a collaborative and safety-oriented work environment
Experience working under NQA-1 quality assurance programs at DOE facilities
Practical QC inspection field experience within the last 12 months
Ability to work in a diverse work environment
Satisfactory results of a pre-employment screening which includes a background check and drug screening in accordance with Federal requirements (details below)
Ability to fulfill and promote L&A core values.
DESIRED QUALIFICATIONS
Previous experience on DOE sites and programs
QC Certification as Level II or Level III
Familiarity with AC308 adhesive anchor requirements and ESR reports
Knowledge of concrete fresh properties test methods
Additional certifications such as AWS CWI ICC Structural Steel and Bolting Special Inspector and ICC Structural Welding Special Inspector
Highly knowledgeable in ACI 318 and ACI 349.
