Leidos National Security Sector is seeking a highly skilled Tactical Data Link (TDL) Program Manager to join our team at the Langley VA customer site. This pivotal role supports the Air Combat Commands Interoperability and Standards Branch (ACC/A5JI) and the Air Force JINTACCS Message Standards Engineering Office (AFJMSEO). The selected candidate will deliver expert technical managerial and policy guidance to advance the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) mission.
The TDL Managers primary job functions include advising the government on JINTACCS policies at the Joint Message Standards Working Group (JMSWG) and drafting responses for United States Air Force (USAF) action items as well as providing Configuration Management (CM) for the message number reference of USAF Link 16 proprietary messages. As a TDL Manager includes the following responsibilities:
Serve as a subject matter expert on JINTACCS policies advising government personnel and drafting responses to USAF action items for the Joint Message Standards Working Group (JMSWG).
Provide configuration management for proprietary USAF Link 16 message number references.
Analyze TDL concepts against Air Force Joint and Coalition standards; identify discrepancies recommend technical solutions and assess impacts on allied doctrine.
Evaluate NATO Data Link Change Proposals (DLCPs) for accuracy procedural implications and system integration.
Represent the Air Force in Joint and Coalition multi-TDL meetings offering technical support and guidance.
Assist with Foreign Disclosure processes for international forum materials.
Advocate for government positions at Defense Standardization Program (DSP) and Defense Information Systems Registry (DISR) meetings.
Maintain access to DSP (ASSIST) and DISR (JASM) platforms to retrieve authorized MIL-STD documents and review Information Support Plans for USAF system applicability.
Research and develop background papers staff studies talking points and presentations for senior leadership.
Manage and update the ACC/A5JI Configuration Management Plan including a comprehensive catalog of TDLs USMTFs symbols MIL-STDs STANAGs and ATDLPs. Provide an annual inventory to the branch chief.
Air Force Standards Interoperability Board (AFSIB) Support
Prepare and organize agendas featuring active U.S. and NATO change proposals for AFSIB participants.
Distribute finalized change proposals and decisions from the Joint Multi-TDL Configuration Control Board (JMTCCB) to USAF system stakeholders.
Consolidate and recommend USAF positions for upcoming JMTCCB meetings based on AFSIB input.
Collaborate with JMSWG JMTCCB and other working groups to resolve USAF-assigned action items.
Ensure accurate documentation of meeting outcomes and submit evaluations to the JMTCCB.
Basic Qualifications
Bachelors degree and 4 or more years of relevant experience. Additional years of experience may be considered in lieu of degree.
TDL Interface Change Proposal Development: Proven experience in originating drafting and submitting TDL MIL-STD interface change proposals to the JMTCCB.
JMSWG Participation: Minimum of 3 years attending JMSWG meetings and responding to action items.
AFSIB Participation: Minimum of 6 years attending AFSIB meetings.
DSP and DISR Standards: At least 1 year of experience working with DSP and DISR processes.
Security Clearance: Favorably completed Tier 1 (T1) investigation.
Desired Qualifications
Active Secret (Tier 3) security clearance.
