DEFINITION:
Under general direction the Senior Project Manager performs a wide variety of complex activities related to managing planning development and oversight of the Housing Authoritys development and real estate services; and construction project management services.
EXAMPLES ESSENTIAL FUNCTIONS:
The Senior Project Manager is responsible for managing planning development and oversight of the Housing Authoritys development and real estate services; and construction project management services including but not limited to real estate acquisition development and repositioning of assets with the intent of building best in class affordable housing communities and infrastructure that promotes thriving environments for individuals and the surrounding communities. The Senior Project manager will be tasked with overseeing design engineering permitting and site preparation and construction oversight for small and large projects including housing parks infrastructure and some commercial buildings. The incumbent may also oversee and monitor the construction progress of the Housing Authority initiated projects or as Owners representative in connection with the rehabilitation of existing and /or new construction of affordable housing infrastructure commercial and public space.
The Senior Project Manager will have familiarity with affordable housing project requirements financed with grants Low Income Housing Tax Credit (LIHTC) tax exempt financing Bond and Mixed income/use financial application models. The Senior Project Manager will have direct responsibility for the detailed implementation of capital projects capital fund planning construction project management design and environmental services. The incumbent may also manage and approve construction draft project status reports monitor overall progress of Capital Improvement Projects and address and creatively resolve solutions in the field. The position will focus on all aspects of project predevelopment and due diligence including but not limited to title civil geotechnical environmental entitlement market studies issuance and evaluation of Requests for Information/Quotes/Proposal the development and monitoring of safety programs related to capital projects.
The incumbent may prepare and manage project and/or division budgets manage cash flow conduct distribution analysis and investment projects; forecast funds needed and the monitor of expenditures and performance including approving construction draws and change orders; directs and implement project adjustments and creatively problem-solve in the field; prepares detailed reports and project schedules; participate in the development of policies and procedures; and develop training programs reviews and approves change orders. The position may also identify and manage personnel as applicable.
The Senior Project Manager will be responsible for conducting analysis making recommendations engaging in partnerships and activities and the implementation of strategies of the developments owned or operated by the Housing Authorities or affiliated partnerships and organizations. The position may supervise support staff as applicable including but not limited to project managers field superintendents construction trades architects engineers and environmental specialists. The incumbent will also have responsibilities with coordinating and implementing the planning and scheduling of assigned staff and program activities as applicable which support operational activities. The position will also perform other job related tasks as needed and required.
QUALIFICATIONS:
Education: Graduation from an accredited college or university with either a Bachelors or Masters degree in Public or Business Administration Finance Economics Real Estate Management Engineering Architecture or closely related field. For those without a Masters degree two additional years of direct experience is preferred with a minimum total of seven years experience desired.
Experience: Five (5) years experience in managing real property developments financed by multiple public and private sources including tax credits or other government-assisted programs.Experience for construction project management services: Five (5) years of engineering architectural or construction management experience including project management involving budget preparation design and construction of building and/or public utilities construction contract interpretation and administration; experience with master site planning for multi-phased developments as well as experience managing large multifamily projects is a plus; of the five (5) years experience the ideal candidate would have three (3) years of direct supervisory responsibilities over subordinate construction staff.
Knowledge of construction procedures building codes and estimating budgeting scheduling and safety practices is a must while familiarity with Low Income Housing Tax Credits (LIHTC) TCAC and CDLAC regulations/procedures and other affordable housing financing sources preferred. High level communication written and problem-solving skills are strongly desired.
Desirable Qualification:Possession of or ability to obtain a valid California State General Contractors License.
Special Requirement:Must possess a valid California class C drivers license.
