Job Summary
The City of Bellevue is looking for a Senior Engineer to join the Office of Grand Connection team.
In this position you will perform senior level engineering or project management work in the design implementation operation and review/permitting of the Grand Connection Crossing and delivery of the project.
- Complete and oversee a variety of professional engineering assignments in one or more specialized areas of transportation systems operations and programs.
- Employees are typically assigned a subset of responsibilities involving project and construction management engineering design development review design review and/or oversight traffic modeling planning and operating intelligent transportation systems right of way review permitting and inspection.
- Under the general direction of a manager the work can include providing technical expertise in project engineering project management developing traffic systems analyzing design or construction related issues and providing problem solving guidance and recommendations to meet project or program goals and objectives.
Supervision Received and Exercised:
- Works under general supervision.
- May supervise or lead the work of engineering staff interns and consultants.
Essential Duties and Responsibilities
Performs duties and responsibilities commensurate with assigned functional area which may include any combination of the following tasks:
- Performs complex engineering analysis operations design and/or project management; work may include any combination of plan review permitting development and/or implementation of systems projects and programs in transportation operations design construction or maintenance.
- Presents engineering study results and data to a variety of audiences including other engineers managers commissions city council and the public.
- Manages capital investment program (CIP) projects and/or other capital programs or projects; prepares engineering plans and project specifications; assembles project teams and oversees project scope budget schedule and implementation; establishes and maintains documentation to meet funding source requirements.
- Manages infrastructure construction contracts including change management contract management measurement and payment issues change order negotiation schedule development and review.
- Interprets and applies standards guidelines and policies to transportation or development programs and projects; leads teams to develop new or update existing standards programs or codes.
- Leads and oversees the work of project teams; coordinates advises and confers with project team members consultants and other project stakeholders on design alternatives and solutions in engineering design and construction.
- Selects and oversees the work of consultants; negotiates and executes agreements and monitors progress and expenditures. Provides consultant guidance and reviews consultants deliverables. Administers consultant contracts for design or construction management services.
- Serves as a technical expert; develops measures to mitigate project risks and impacts; develops concepts of operations; provides design support troubleshoots complex system issues and selects appropriate resources technology and equipment for projects.
- Manages review and implementation of process to ensure complex and/or controversial transportation or development project proposals comply with applicable federal state and local codes regulations and standards.
- Prepares or manages the preparation of environmental documents and discipline reports required by environmental regulatory agencies.
- Initiates coordinates and/or participates in the acquisition of property rights. Collaborates with city and contract property agents appraisers relocation specialists attorneys and state right of way officials in the acquisition process.
- Reviews engineering projects and permits to provide comment and direction.
- Evaluates and tests new and emerging technologies to determine suitability for city systems and programs. Manages the development or update of plans and studies for major engineering programs.
- Manages the bidding and addenda process and obtains federal state and local permits for projects.
- Establishes and monitors projects goals and priorities and tracks performance measures related to these objectives.
- Works with developers representatives for plan design changes; identifies and addresses technical problems and issues.
- Supports and facilitates technology partnerships with public and private sector; collaborates with outside agencies such as WSDOT local cities and transportation services.
- Initiates coordinates and/or participates in public involvement efforts including open house events online media and attending stakeholder neighborhood events; provides explanation of project objectives and needs; seeks out feedback from community.
- Works with attorneys insurance companies and police; participates with Legal in law suit discovery and interrogatories to establish legal arguments and provide historical information and represents the City as an expert witness in court as needed.
- Serves as spokesperson and facilitator in project meetings and presentations that include city officials other jurisdictions or organizations and the general public. Conducts public relations and system tours for the public.
- Conducts site/field visits as needed.
- Represents the City in audits with outside funding agencies; coordinates with franchise utilities during design and construction.
- Responds to citizen concerns and requests; initiates improvements or change as needed.
Qualifications
- Thorough knowledge of transportation engineering principles practices and methods as applicable to a municipal setting.
- Thorough knowledge of applicable federal state and City codes policies laws and regulations affecting division activities.
- Extensive knowledge of transportation operations and maintenance.
- Knowledge of traffic systems technology and software.
- Knowledge of federal state and City documentation and reporting requirements for design or construction projects.
- Considerable skill in arriving at cost estimates on complex projects.
- Skill in dealing with complex engineering contracting and construction issues.
- Ability to design and implement transportation projects.
- Ability to make decisions independently deal with ambiguity and apply sound judgment under stressful situations.
- Ability to provide collaborative and consultative style of leadership in managing the delivery of transportation capital projects.

- Ability to conduct necessary engineering research and compile comprehensive reports.
- Ability to apply sound engineering judgment under stressful situations to develop recommendations and make decisions.
- Extensive understanding of liability issues as they relate to transportation issues such as traffic control and traffic collisions.
- Ability to use a computer and effectively navigate Microsoft Office Suite engineering applications and data management software in performing essential duties.

Education Experience and Other Requirements
- Graduation from an accredited four-year college or university with a degree in civil engineering or other closely related fields required.
- Professional Engineer license may be substituted for an engineering degree.
- Five or more years of professional related experience in transportation or traffic engineering.
- Washington State Professional Engineer license is required.
- Professional Traffic Operations Engineer certification preferred for some positions.
- Washington State Drivers License required or the ability to obtain within 6 months of hire.
