Job Summary

The New York City Comptrollers Office works to promote the financial health integrity and effectiveness of New York City government in order to strengthen trust secure a thriving future for all New Yorkers and build a more just equitable and resilient city. Led by an independently elected citywide official the comptrollers office provides checks and balances needed to hold City government accountable for budgeting wisely investing responsibly operating efficiently acting fairly living up to its obligations and promises and paying attention to the long-term challenges we face together.

The Bureau of Accountancy is responsible for the preparation and fair presentation of the Citys accounting and financial statements. It is also responsible for preparing the Annual Comprehensive Financial Report (ACFR) which provides transparency into the City of New Yorks financial health and addition to promoting fiscal stability through the production of the ACFR the Bureau of Accountancy ensures that the Citys vendor database is accurate and up to date to allow for efficiency in the processing of payments for businesses and individuals who are in contract with the City as well as claims workers compensation labor law line of duty certificate of residency and all vendor payments in general. These efforts gain the publics trust and allow for continued assessment into the Citys financial transactions to identity opportunities for improvement and engage with City agencies to ensure results.

Reporting directly to the Unit Chief of Ledger Maintenance within the Financial Reporting Division the Accountant would be responsible for processing and/or approving disbursement and expenditure related accounting documents in the Citys Financial Management System as well as reviewing various financial data for accuracy completeness and the preparation of schedules for inclusion in the Citys Annual Comprehensive Financial Report (ACFR). Responsibilities include but are not limited to the following:

- Review process and/or approve disbursement and expenditure related accounting documents in the Citys Financial Management System;

- Review and process various tasks related to Designated Fund accounts;

- Allocate interest revenue and reconcile balances for Designated Fund accounts;

- Review Imprest Fund Accountability report submissions for accuracy and completeness;

- Review and process labor law related requests;

- Process prevailing wage transactions and conduct periodic analysis using the OAISIS application;

- Assist with the process of preparing sorting and disbursing checks held by City agencies;

- Collect and analyze financial statements and cash and investment related information submitted to prepare the Cash Cash Equivalent and Investment note for the ACFR; and

- Perform other related duties and responsibilities as may be required.

Qualifications :

1. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting including one course each in advanced accounting and auditing; or
2. A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have in addition to meeting the minimum requirements at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.
