Job Summary

ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Chief of Development and Infrastructure and the Chief Communication Officer to develop and execute strategic partnerships and policies to advance stated goals and priorities. Collaborates with members of the division to define short- and long-term policy priorities for the office. Oversees discreet policy initiatives and projects. Provides vision and leadership for project management and funding opportunities. Provides work direction assignment of duties evaluation of work performance and discipline of assigned staff. Collaborates with senior management and other directors to develop execute and evaluate policy strategy operating plans and associated budget. Research and reports on best practices in local government operations community development economic development neighborhood
revitalization and civic engagement. Oversees policy portfolios by developing proposals strategies and policy details and driving initiatives from ideation to implementation. Develops avenues to engage in ongoing community conversations to keep abreast of community needs including supporting the creation and assembling of the Mayors Policy Council. Conducts analysis of public policy proposals assesses the impact of legislation
and regulatory policies and provide recommendations to Mayors Executive and Senior Leadership. Assess the linkages between the Citys objectives and funding opportunities at the national state and local levels. Creates and manages initiatives with funders non-profits community partner organizations consultants neighborhood groups and constituents. Organizes and facilitates convenings with experts stakeholders grantees and other partners. Engages with citizens gathers public input and foster communication regarding development. Represents the City at state federal and local organizational meetings.
OTHER FUNCTIONS: Performs additional functions (essential or otherwise) which may be assigned.
TYPICAL PHYSICAL DEMANDS: Must be able to communicate clearly both verbally and in writing.
Requires ability to operate general office equipment such as a computer and a telephone.
TYPICAL WORKING CONDITIONS: Work is performed in an office environment which involves contact
with the staff and management. May requires travel throughout the City.

MINIMUM QUALIFICATIONS: Bachelors degree in Public Administration Political Science or related field and ten (10) years of law or professional management experience with eight (8) of the years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions.

The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees with the EXECEPTION of first responders must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105 first responder means paid full-time law enforcement officers firefighters and emergency medical personnel and dispatchers of law enforcement fire and emergency medical service departments.
