JOB SUMMARY
Directs the planning development implementation administration and evaluation of all aspects of the student transportation and pedestrian services programs in the Anne Arundel County Public Schools. Responsible for related fiscal safety and service aspects of the program including the procurement and contract management aspects of the of transportation services.
ESSENTIAL DUTIES/RESPONSIBILITIES
- Supervises and evaluates the pupil transportation staff and school bus contractors. Provides necessary instruction guidance and direction.
- Develops and administers policies regulations and procedures regarding pupil transportation and pedestrian services.
- Plans and directs all aspects of routing transport and pedestrian operations for all students including the use of private and system owned school buses for special education pupils pre-K through 12.
- Prepares and manages the budget and all expenditures related to pupil transportation including evaluating and developing programs to improve services and reduce costs of pupil transportation operations and administers vendor and employee payment systems.
- Administers and supervises all aspects of the bus driver training and safety programs to include driver and aide certification accident investigations maintenance and inspection program of the publicly owned bus fleet and directs inspection of the privately owned bus fleet.
- Administers the awarding transfer suspension and termination of bus contracts.
- Liaises with the County and State agencies and staff coordination within the school system.
- Ensures that all service requests and inquiries concerning pupil transportation are handled/resolved expeditiously. Respond to parents principals Board of Education State and County agency inquiries.
- Evaluates weather and road conditions and makes recommendations regarding school closings delayed openings and early dismissal.
- Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education
- Masters Degree in applicable field of education from a regionally accredited college or university required; and
- Number of College Credit Hours (if applicable) Six (6) semester hours in public school administration preferred;
- Number of College Credit Hours (if applicable) Six (6) semester hours in public school transportation preferred;
- Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience
- Ten (10) years progressively responsible professional experience involving supervision of student transportation administration K-12 public education or public transportation required.
- Seven (7) years management experience required;
- Or an equivalent combination of education and experience which provides the required knowledge skills and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Knowledge Skills Abilities and Other Characteristics
- Ability to plan and direct school bus routing processes.
- Knowledge of relevant Federal and State regulations and current trends and research in the field.
- Ability to identify program needs develop plans to meet those needs implement and administer programs and evaluate and modify assigned programs as necessary.
- Ability to direct the activities of a large staff.
- Ability to speak and write effectively as well as make presentations to various audiences.
- Ability to develop effective working relationships with staff parents students public officials and community organizations.
- Ability to create a positive environment that values respects and leverages all employee talents while providing fair advancement for all employees.
- Excellent organization and planning skills.
- Demonstrated ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing Microsoft Office Suite -Word Excel Outlook and/or Power Point preferred).
Licenses and Certifications
Employee must retain active licenses certifications and enrollment as a condition of employment.
- Hold or be eligible for Drivers License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.

- Driving is required to conduct bona fide Board business that is within the scope of employment in this position.
