The Office of the Governor Division of Administrative Services is seeking an Operations Manager to join our team in Juneau!

An exciting leadership opportunity is available within the Office of the Governor Division of Administrative Services! In this role the incumbent will supervise all services provided by the division and share responsibility alongside the Administrative Services Director for developing and managing the budget for the Governors Office. This position serves as the lead for procurement functions overseeing the development of contracts managing solicitation processes ensuring compliance with state purchasing regulations and providing expert guidance to both staff and leadership on procurement procedures. Beyond procurement management the position oversees the divisions day-to-day operations including financial and human resources functions along with serving as the primary budget analyst for the Office of the Governor. This position is ideal for someone with a background in Alaska state government procurement and an understanding of the various services delivered within the Division of Administrative Services.

Knowledge Skills and Abilities:

  • Comprehensive knowledge of Alaska state procurement laws regulations and procedures including contract development solicitation methods and compliance requirements.
  • Strong analytical skills for reviewing and interpreting procurement documents budgets and financial data to support sound decision-making.
  • Thorough understanding of administrative service functions including finance human resources IT and budget management and how they interconnect to support organizational goals
  • Skilled in managing complex procurement processes from planning and solicitation to contract execution and monitoring.
  • Ability to provide clear guidance and training to staff ensuring adherence to procurement and administrative policies and procedures.
  • Strong communication and collaboration skills with the ability to work effectively with leadership vendors and stakeholders across multiple agencies.
  • Proven ability to oversee multiple operational areas simultaneously prioritize competing demands and maintain accuracy.
  • Proficiency in using state financial and procurement systemsand related software tools for tracking reporting and analysis.
  • Ability to interpret and apply state statutes regulations and administrative policiesto real-world operational scenarios.
  • Sound judgment and problem-solving abilities for navigating procurement challenges and operational issues effectively.

Minimum Qualifications

Three years of professional experience in the broad occupational fields of the division or department with a strong emphasis on procurement management including activities such as contract development solicitation and compliance with state purchasing regulations. This experience should demonstrate a solid understanding of procurement processes within Alaska state government. Additionally two years of supervisory and/or managerial experience are required which may be concurrent with the professional experience.
