In this role you will serve as a subject matter expert in capital project delivery direct the work of Construction Project Coordinator 3s and advise WDVA leadership on capital project issues. Your role is critical to ensuring that all project planning and execution align with agency priorities and long-term strategies goals through optimizing the renovation construction efficiency and utilization of WDVA facilities in service to Washington state Veterans.

Please note:Standard business hours for this position are 8:00 a.m. to 5:00 p.m. Monday through Friday in-office at our Central Office in Olympia. This position may occasionally require local travel for meetings and to WDVA locations throughout the state. A hybrid remote work schedule may be approved at the supervisors discretion with the understanding that components of theCPC Supervisor role require in-person face-to-face communication.

These locations provide Medicare and Medicaid nursing home care to Veterans including in some instances their spouses widows or Gold Star Families.

Duties

Some of what youll do:

  • Supervise the work of CPC3-level project coordinators and other staff involved in all phases of capital projects.
  • Provide expert consultations to the Office of Financial Management the federal Department of Veterans Affairs and other federal partners on WDVA capital projects.
  • Administer advance planning for capital construction and renovation projects.
  • Prepare engineering estimates for newly developed scopes of work to support grant applications and state capital budget requests.
  • Lead negotiations with contractors regarding project changes analyze scope adjustments cost impacts and schedule modifications.
  • Develop and maintain WDVA facilities maintenance processes to ensure consistent practices compliance and efficient use of resources across all four campuses and the cemeteries.
  • Oversee and lead research and investigations.
  • Serve as the agency expert in coordinating and planning facility and property usage for workspace across all WDVA divisions.

Qualifications

Required:

  • A combination of education and experience may be considered on a year-for-year basis. Experience must be relevant to the position.
  • Bachelors degree in architecture engineering building construction or closely allied field.
AND
  • Six (6) years of progressive relevant professional experience in construction management coordination of capital projects facility management or similar work involving oversight of large complex infrastructure-related projects.
  • Two (2) years of experience supervising staff.
  • Knowledge of:
    • Principles and practice of basic engineering concepts related to design of real property structures and systems;
    • Construction standards and practices;
    • Construction scheduling;
    • Cash flow projection;
    • National and state building codes;
    • Contract bid practices;
    • Construction cost indices;
    • Cost estimating principles and techniques;
    • Cost control;
    • Business planning and management science and construction disputes;
    • Cost accounting of direct indirect standard and overhead costs; and
    • Productivity and value analysis.
  • Ability to:
    • Provide for the timely and accurate preparation of cost engineering services in an independent manner;
    • Coordinate with necessary department and division personnel;
    • Maintain a system of estimating cost data to provide current and historical reference material;
    • Provide cost control by utilizing modern procedures to effectively document disputes evaluate construction schedules apply the latest statutory regulatory project types and management practices;
    • Determine project management aspects including staffing personnel administration payroll costs;
    • Provide technical costing advice to the legal department in cases of arbitration and/or lawsuits;
    • Provide long-range costs and/or escalation to the division and other state agencies.
  • Experience working in Microsoft Word Excel and Teams.
Preferred/Desired:
  • Six (6) years of experience in real property construction as a cost estimator involving the preparation of cost estimates for major real property development.
  • Certification as a cost engineer based on certification by a recognized national association.

Special Requirements:
  • Must be able to pass a DSHS BCCU Background Check prior to beginning services and every two (2) years in accordance with WDVA Policy 615.000 Background Checks. Information from the background check will not necessarily preclude employment but will be considered in determining the applicants suitability and competence to perform in the position.
  • Must sign the confidentiality statement for all employees.
  • Must become familiar and comply with all DVA policies and procedures and Collective Bargaining Agreements as applicable.
  • Must maintain regular and reliable attendance.
  • Must successfully complete within mandated time frame employee orientation and all other mandatory annual in-service and other required training.
  • In an emergency may be asked to stay for an extended period and perform duties appropriate to the situation.
  • Must have a valid drivers license.
  • Must be able to travel to WDVA locations throughout the state.
  • Computer usage requires professional business use of internet Outlook and DVA IT equipment.
  • Periods of mandatory overtime may occur without advanced notice.
  • Positions requiring travel must have a valid unrestricted drivers license and must be insured if driving a privately owned vehicle on state business.
  • Candidates who are offered a job with WDVA must possess work authorization which does not require sponsorship by the employer for a visa now or in the future.
