BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme (WFP) is the 2020 Nobel Peace Prize Laureate. WFP is
the worlds largest humanitarian organization saving lives in emergencies and using food assistance
to build a pathway to peace stability and prosperity for people recovering from conflict disasters
and the impact of climate change.
The Supply Chain Planning & Optimization Unit (SCDO) applies best practices in supply chain management and advanced analytics to humanitarian operations to develop integrated sourcing and delivery plans provide operational foresight in support of data-driven decision-making and optimize operational design both for WFP operations and those of its partners. SCDO is also responsible for the development and management of integrated and automated tools for improved planning and optimization used to scan across a range of data sources and systems to support evidence-based decision-making.
This job is found in Headquarters (HQ) and reports to the Chief of SCDO. The job focuses on the upstream planning section of SCDO which is responsible for the demand planning supply planning and inventory strategy of the Global Commodity Management Facility (GCMF). The job holder will primarily focus on mid- to long-term demand forecasting and trends (i.e. strategic demand planning) coordinating the needed cross-functional analyses with other divisions and units. Secondly the job holder will support the development of new and effective policies processes practices roles and responsibilities related to working capital management in particular those related to the use and objectives of the GCMF and its complementarity with other advance financing mechanisms
ACCOUNTABILITIES/RESPONSIBILITIES:
1.
Contribute to the development of demand plans and working capital strategy customized to eachregion based on demand / supply/ resource behaviours and logistics network.
2.
Drive demand planning processes for WFP corporate stocks based on statistical baselines assuring the demand forecast incorporates strategic insights on the expected funded demandfor WFP operations as well as other long-term programme/operational considerations as wellas expected in-kind contributions and advance financing based on thorough consolidation ofrelevant inputs from various stakeholders.

Produce monthly recommendations demand forecasts for WFP operations in the variousregions in close coordination with GCMF supply line managers and develop new and effectivereports to meet varying requirements and enable informed decision-making ensuringconsistency of information presented to senior management and external stakeholders.

4.
Advise & contribute towards the development improvement and digitalization of systems techniques tools processes reports and procedures to better monitor WFP operations financial situation and the complementarity of different advance financing mechanisms with the GCMF.
5.
Compile and/or contribute to the required resource analyses and deliver actionable recommendations.
6.
Develop communication material and reports to inform senior leadership donors partners and internal clients on key results.
7.
Act as SCDO focal point to perform and validate cross-functional data analysis support with the design of the enhanced model identify pros and cons of various options.
8.
Responsible to update documentation such as policies circular directive decision memos guidance in line with the new business model.
9.
Develop communication and training material to inform key stakeholders of the new model governance and processes.
10.
Develop a risk management framework for the enhanced model. Identify risks and mitigating actions of the enhanced model. Categories each risk according to WFP risk matrix and develop mitigating actions plan and assign ownership.
11.
Perform project management activities such as: monitor project progress raise any delays or bottlenecks risks or issues with the review and prepare communication material to update senior management on the project progress.
12.
Develop the capacity of WFP staff in operational planning and performance reporting updating and delivering training using available materials manuals and guidelines.
13.
Other as required relevant to corporate demand and supply planning.
DELIVERABLES AT THE END OF THE CONTRACT:
1.
Strategic insights included in the demand plans in each of the monthly cycles and associated analyses recommendations reports & datasets.
2.
Contribution to design and implementation of the new business model (methods processes tools reports) and its risk management framework
3.
Establishment of lines of communication cross-functional analyses between SCDO and other key units taking part in oversight & risk assessment of the GCMF mechanism
4.
Updated official documentation (circular directives memos etc.)

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
You hold an advanced university degree in Economics Development Studies Statistics Business or other relevant fields or Bachelors Degree with additional years of experience.
Experience:
At least 6 years or more of postgraduate professional experience in resource management analysis resource mobilization working capital planning and forecasting.
Has experience in working across multiple cross-functions including budget partnerships supply chain to address identified resource management issues and gaps and influence senior management to make the required decisions.
Experience in leading forecasting reviews utilizing supply chain planning tools and design and deploying working capital management processes and systems.
Knowledge & Skills:
You have cross-functional knowledge of operations a problem-solving mindset information analysis skills presentation and reporting skills.
You have experience working for UN agencies or NGOs in the field across humanitarian and/or development contexts.
You have excellent written and verbal communication skills.
You have strong interpersonal skills and the ability to foster relationships and influence decision-makers.
You are able to work with multicultural teams of different backgrounds and expertise to deliver as one toward common operational goals.
Advanced use of MS Excel Business Objects (BO) Salesforce DOTs and reporting skills. Proficient in supply chain planning tools is desired.

Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese is preferred.
