Summary:
The Director of Business Services manages business and financial services to ensure that Tecumseh Public Schools derives the maximum educational benefits from the expenditures of school funds; providing information and serving as a resource to the Superintendent; achieving defined objectives by planning evaluating developing implementing and maintaining services in compliance with established guidelines; and serving as a member of the District Leadership Team.
Duties & Responsibilities:
- Develop implement monitor and adjust the district budget in conjunction with the Superintendent and principals; project revenues and expenditures and ensure alignment with district priorities.
- Oversee all financial reporting: monthly quarterly annual; produce reports for the Board of Education state agencies (e.g. Michigan Department of Education) and auditors.
- Ensure compliance with Michigan laws regulations and financial reporting requirements (including GASB MPSERS state aid CEPI School Aid Fund etc.).
- Manage payroll processes; ensure timely and accurate reconciliation and compliance.
- Oversee purchasing contracts and procurement processes; ensure transparency efficiency and compliance with legal and district policy requirements.
- Administer property liability and other insurance programs; oversee risk management.
- Collaborate with the Director of Operations in planning for and managing district facilities including maintenance capital projects and long-range facilities planning.
- Supervise and evaluate staff within the business services department.
- Assist with collective bargaining cost projections benefit negotiations salary schedule impacts and compensation planning.
- Lead or support audits serving as the primary contact for external auditors.
- Forecast cash flow and manage debt bonds and other financing strategies.
- Establish and maintain internal controls policies and procedures for financial operations.
- Serve on the district leadership committee; collaborate with academic and operational leaders to align resources with instructional priorities.
- Attends meetings of the School Board (including twice-monthly evening meetings and monthly Budget Committee meetings) and prepares such reports for the Board of Education as requested by the Superintendent.
- Represent the district at state and local meetings related to school finance business services and shared service initiatives.
- Stay current with changes in legislation regulation best practices in school finance and business operations; ensure district practices are updated accordingly.
- Promote a positive work environment and employee morale.
- Effectively and consistently communicate and interact with staff and students.
- Attend all mandatory staff meetings events or training
- Other duties as assigned by the Superintendent
WORKING CONDITIONS
Environment:
- Office environment with occasional travel to district buildings.
- May require attendance at evening meetings or events.
- Periodic participation in professional development activities.
- Intermittent interruptions.
- The noise level in the work environment is at a low level.
Physical Demands:
- Ability to physically perform tasks associated with the job description including but not limited to abilities to stoop bend sit stand stretch grasp push pull walk lift up to 25lbs.
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to see hear and move intermittently or use prosthetics that will enable to function adequately to ensure that the requirements of this position can be fully met.
QUALIFICATIONS
Minimum Education & Experience:
- Bachelors degree in Accounting Finance Business Administration or a related field required.
- Minimum of 5 years of progressive leadership in business services / financial management preferably in a K-12 school district or Intermediate School District.
- Demonstrated success managing large budgets and multi-department operations.
- Experience with Michigan-specific school finance systems and tools (e.g. state reporting School Aid Fund MPSERS CEPI).
- Experience in financial analysis related to collective bargaining negotiations required.
Preferred Education & Experience:
- Masters degree preferred.
- Michigan School Business Officials Chief Financial Officer Certification preferred.
Required Skills & Abilities:
- Proficient in a variety of current technologies and office software ( Google Suite etc.).
- Efficient and accurate word processing and keyboarding skills.
- Ability to keep records and compile reports while maintaining confidentiality of sensitive information.
- Ability to establish effective rapport and maintain effective working relationships with administrators teachers parents and other staff members.
- High moral character integrity and strong interpersonal communication skills
- Must be able to read write and speak English
- Excellent verbal and written communication skills.
