Developer Level III (Mainframe Batch / Cloud Migration) Albany NY (Onsite)

Cedar Park Group is hiring an experienced Developer Level III with expertise in mainframe batch systems and cloud-native modernization. The ideal candidate will bring strong experience in COBOL batch processing and financial transaction systems while also being comfortable re-engineering these workloads for Google Cloud Platform (GCP) or other modern cloud environments.

This role plays a key part in supporting critical state financial systems responsible for ensuring timely accurate and compliant processing of payments collections and reconciliations that directly impact citizens statewide.

Schedule/Shift: Full-time 40 hours per week. Onsite in Albany NY following the schedule required by the State ITS program.

Position Overview:

The Developer Level III will analyze design and develop high-volume batch processing solutions for large-scale financial and child support systems. You will modernize legacy mainframe workflows improve performance and auditability and migrate workloads to a cloud-native architecture. This role requires close collaboration with analysts QA data conversion and program SMEs to ensure stability accuracy and compliance with all federal and state standards.

Requirements (Mandatory & Desired):

Mandatory:

• 7 years developing and maintaining batch processing solutions for large-scale financial management systems.
• 7 years of experience with mainframe batch technologies (COBOL ECL DMS/RDMS).
• 2 years in a lead developer capacity on complex projects.
• Experience migrating mainframe batch processes to cloud-native platforms.

Desired:

• 3 years working with Integrated Eligibility Systems (IES) or Child Support Services.
• Familiarity with financial reconciliation state disbursement units (SDU) UIFSA interstate transfers and tax intercept processes.
• Knowledge of data governance sequencing and audit trail design for payment systems.
• Experience designing monitoring exception handling and scheduling for high-volume batch jobs.
• Experience with Google Cloud Platform (GCP) tools such as Cloud Functions Dataflow and Pub/Sub.
• Bachelors degree in Computer Science Information Systems or related field.

Responsibilities:

• Analyze existing mainframe batch jobs and workflows designing equivalent solutions on a modern cloud platform.
• Build and maintain high-volume batch processes handling collections disbursements and reconciliations.
• Implement robust error handling monitoring and recovery for mission-critical financial transactions.
• Partner with QA teams on volume and reconciliation testing.
• Collaborate with data teams on ETL design and historical data integrity.
• Ensure compliance with federal and state child support regulations and reporting standards.
• Identify and implement process improvements for performance reliability and compliance.
