King County Wastewater Treatment Division is seeking a Senior Wastewater Utility Planner (Water Quality Planner/Project Manager III) to be part of the Treatment and Separated Conveyance Planning group focusing on planning future updates to the separated conveyance system.
This is an excellent opportunity to uphold King Countys values of responsible environmental stewardship by developing short and long-range plans to manage system capacity and prevent overflows into homes streets and water bodies throughout King Snohomish and Pierce Counties.
This position will serve as a senior planner in the Treatment and Separated Conveyance Planning group. This group develops short and long-range plans for managing capacity in the separated sewer system.
This position will focus on developing plans to manage capacity either through conveyance capacity upgrades or reduction of infiltration and inflow coordinating with staff from all 34 component agencies other governments environmental groups regulators and the public. This position will also develop conceptual projects that progress into project delivery and drive large capital investments in the Wastewater Treatment Divisions infrastructure. This position will work independently at the senior level under a program manager to develop and lead decision making processes develop technical information and develop necessary documentation for decision making and to comply with regulatory requirements for managing the separated conveyance system. The role requires managing diverse teams of County employees and consultants accountability for high-quality deliverables and maintaining strong relationships with regulatory agencies and interested parties. This position will also provide project guidance and work item support to mid-level staff within related programs.
The Treatment and Separated Conveyance Planning Group is part of the Wastewater Treatment Divisions Planning and Project Delivery Section a dynamic team of over 250 professionals responsible for delivering nearly $500 million in capital projects this year and projected to grow to over $1 billion annually by the end of the decade. Our group plays a critical role at the forefront of this work identifying and developing future projects and guiding strategic decision-making for major investments in the regions wastewater system. Bachelors degree in planning engineering environmental science or closely related field OR the equivalent combination of education or experience
Knowledge of wastewater conveyance and treatment methods and techniques
Knowledge of King Countys regional wastewater conveyance and treatment system
Knowledge of environmental regulations such as federal Clean Water Act and/or National Pollutant Discharge Elimination System (NPDES)
Knowledge of local government processes public utility issues and communications
Experience using decision making criteria principles and practices including identifying issues needing management attention/input.
Experience effectively presenting to local agencies elected officials community groups and/or the general public.
Working Conditions:
Work Location: The Treatment and Separated Conveyance Planningteam works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Collaboration space at King Street Center 201 S. Jackson Seattle Washington 98104.
Employees must reside in Washington State and be within reasonable proximity to King County worksites to meet in-person work requirements. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
Union Representation: This position is represented by King County Technical Employees Association (TEA) bargaining unit.
