The Multnomah County Health Departments Integrated Clinical Services (ICS) is looking for a dynamic and enthusiastic Program Specialist Senior to join our team! This is your chance to play a central mission-critical role in our work to improve the health and wellness of individuals families and communities across Multnomah County.

Key Responsibilities in this role include:

  • Strategically Manage and Improve the Learning Management System (LMS): Independently lead manage and provide quality assurance for the staff training program using Workday Learning (or similar LMS). This includes troubleshooting complex technical issues implementing changes and leveraging continuous quality improvement methods to ensure system effectiveness.

  • Ensure Data-Driven Compliance and Training Effectiveness: Analyze training outcomes and policy effects (e.g. Joint Commission CMS) to develop official data-driven recommendations for senior leadership assuring strong compliance and alignment with regulatory requirements that directly impact patient and staff safety.

  • Develop and Coordinate Training Content and Policies: Design develop and implement all LMS reference materials and course content including using e-learning authoring tools (like Captivate/Articulate). This also involves developing and finalizing program procedures project plans and standard operating procedures for training delivery.

  • Report Compliance and Drive Corrective Action: Proactively monitor track and report staff training compliance to senior leadership. Work directly with supervisors and leadership to analyze trends in non-compliance and formulate recommendations for operational changes content revision or alternative training methods.

  • Analyze Improve and Implement Policy Changes: Systematically identify gaps and risks in existing policies and recommend changes to improve quality and mitigate operational risk. You will also communicate policy updates and provide implementation recommendations through training and informational resources.

Minimum Qualifications/Transferable Skills*:

Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below. All non-traditional educationtraining and experience will be evaluated.

Education/Training: Equivalent to a bachelors degree. (In lieu of a degree we will consider relevant education and experience)

Experience: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.

However keep in mind we may consider some or all of the following when identifying the most qualified candidates. Inclement Weather and Disasters - Serving the Public Even During Disasters:

Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities. ADDITIONAL INFORMATION:

Type of Position: This position is eligible for overtime.

FLSA: Non-Exempt

Location: Gladys McCoy Building - 619 NW 6th Ave Portland OR 97209. This position is eligible for hybrid telework however the incumbent must reside in Oregon or Washington.

Schedule: Monday - Friday 8am - 5pm

Note: All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. We are not able to sponsor H-B1 visas F1 or STEM OPT.
