Job Summary

Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

MISSION STATEMENT

The mission of the Alameda County Probation Department is to protect the public safety by providing supervision services support and opportunities to our clients on behalf of the people of Alameda County through quality supervision leadership services and effective partnerships.

THE AGENCY

The Alameda County Probation Department is an essential element of the Countys system of public protection and human services. The Departments role is to reduce the impact of crime in the community by providing accurate comprehensive and timely information and recommendations to the Courts providing community-based sanctions and treatment for offenders and working cooperatively with law enforcement agencies and community organizations with similar objectives. The Department provides a wide range of mandated and discretionary investigative advisory and supervisory services to adult and juvenile probationers pursuant to State law and the County Charter.

THE POSITION

Under direction the Superintendent assists with managing the Juvenile Facilities Division by providing direct oversight and guidance in the operation of juvenile facilities including but not limited to directing facilitating and/or delegating all business personnel matters and financial affairs; and to do related work as required.

MINIMUM QUALIFICATIONS

Education:

Possession of a bachelors degree from an accredited college or university (180 quarter or 120 semester units) preferably with a concentration in Sociology Criminology Psychology Penology Child Development Political Science or a closely related field.

AND
Either I

The equivalent of two years of full-time experience in a class equivalent to or higher than Institutional Supervisor II with the Alameda County Probation Department.

Or II

The equivalent of five years of professional increasingly responsible full-time experience in an educational or counseling program within a probation or correctional institution two years of which must have been in a supervisory capacity at the level of or higher than an Institutional Supervisor II in the Alameda County Probation Department.

License:

Possession of a valid California Motor Vehicle Operators license.

Special Requirements:

    • Applicants must be at least 21 years of age at the time of appointment.
    • Possession of an automobile may be required.
    • A good driving record according to DMV negligent operator guidelines and qualification for automotive insurance.
    • State law requires that persons appointed to positions in this classification must meet all minimum requirements for peace officer status.
    • Applicants are not required to be a US citizen but must be legally authorized to work in the United States under federal law (Per SB 960).
    • Any felony conviction is disqualifying.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
    • Laws and codes governing probation services and probation institution administration.
    • Principles of budget analysis and preparation.
    • Business administration.
    • Staff supervision techniques.
    • Writing skills.
    • Organizational abilities.
    • Principles of personnel administration.
    • Social theory relating to juveniles and rehabilitation institutions.
    • Laws and codes governing juvenile hall administration.
    • Evidence-based probation supervision practices.
Ability to:
    • Implement and supervise a systematic behavior management program.
    • Coordinate and direct the various activities in a large detention institution.
    • Establish and maintain good working relationships with staff members and good public relations in the community.
    • Write and speak English effectively.
    • Direct and evaluate personnel.
    • Plan suitable programs to implement departmental juvenile rehabilitation policies.
    • Exercise tact and effectiveness in addressing difficult personnel matters.
    • Deal effectively with representatives of other agencies parents citizen groups and the general public.
    • Interpret detention and probation policies.
    • Analyze reports and statistics accurately in the process of effective budget preparation and facilities management.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

  1. A review of applicants applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  2. A review of the supplemental questionnaire to determine best qualified. Those candidates considered the best qualified will move on to the next step in the examination process.
  3. An oral interview which will be weighted as 100% of the candidates final examination score. The oral interview may contain situational exercises.

CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
