The Global Data Organisation serves as the first line of defense in securing robust data chains working in close collaboration with all functions business lines and countries across the Bank.
The Global Chief Data Office (CDO) plays a pivotal role in this mission. As a central organizational unit the CDO partners with stakeholders across the enterprise to enable frictionless customer journeys support ESG-driven innovation and deliver data products that enhance decision-making. With emerging trends such as digital wallets on the horizon and increasing regulatory expectations around data governance the CDO is evolving to meet these challenges head-on ensuring our data remains both a strategic asset and a safeguarded resource.
The opportunity
TheBCBS 239 Tribeis a central body within ING tasked with leading major regulatory change initiativespredominantly achieving compliance withBCBS 239. Its strategic role is to ensureend-to-end orchestrationacross all relevant parts of the bank includingGlobal Functions (Risk and Finance)Wholesale Banking andRetail countries.
By embedding compliance into INGscore operating model the Tribe aims to:

The Tribe works closely with theChief Data Office (CDO)to strengthen governance policies and accelerate the implementation ofdata controlssuch as standards for data management reporting and modelsacross the organization. It uses bothhierarchical and functional reporting linesto mobilize resources efficiently and drive transformation.
Specialized delivery teams within the Tribe focus on:
Global Functions: Coordinating mostly Risk and Finance activities.
Wholesale Banking: Aligning data controls with the WB regulatory agenda.
Retail Countries: Ensuring local execution of global compliance standards.
Scalability & Frameworks: Driving industrialized data flows and tooling efficiencies (e.g. Collibra).
Overall the BCBS 239 Tribe plays astrategic integrator role translating global regulatory priorities into local execution monitoring compliance through heatmaps and enabling ING to close gaps and meet BCBS 239 requirements effectively.
As a head of the BCBS 239 tribe you will:
Oversee the overall compliance of the bank towards BCBS 239.
Hold accountability and responsibility with the Group CDO towards the MBB and external regulators on the program implementation and delivery.
Lead a team of talented professionals who will functionally steer representatives from risk and finance WB and retail countries to enable the end-to-end transformation work needed to realize the BCBS roadmap and realize full compliance.
Institutionalise cross-functional collaboration eliminate duplication of effort and embed compliance capabilities into the Organizations core operating model.
Play a critical role in enabling the transformations required for regulatory compliance
Report hierarchically to the Global CDO as a member of the CDO Management Team
Your Responsibilities
As a BCBS 239 tribe lead you are responsible for:
Stakeholder Engagement: Build strong relationships with key stakeholders including business lines (e.g. Retail WB) functional lines (e.g. Risk Finance etc.) countries (Netherlands Belgium Germany etc.) regulators and the broader data community outside of ING.
Culture & Talent: Foster a culture of data-driven decision making accountability and inclusivity. Attract retain and develop top-tier talent. Ensure organization has a bare-minimum standard on data compliancy topics.
Scalability & Growth: Identify new technologies data flow patterns and data products to ensure economies of scale.
Strategic Leadership: Define and communicate a compelling vision and strategy that positions the organization for long-term success. Especially embedding regulatory data activities into business as usual processes to reap business benefits.
Operational Excellence: Oversee all operations to ensure quality standards with the aim of first time right and ensure desired results are consistent with the overall strategy and mission.
Your Competencies
We are looking for a strategic and influential leader with a strong communication style and a proven ability to drive change in complex fast-paced environments. Known for a proactive and collaborative approach balancing multiple priorities with clarity and confidence. Brings structured problem-solving and thrives in dynamic multicultural settings.
Holds a Masters degree with a strong academic foundation supporting strategic and regulatory expertise.
15 years of progressive leadership experience including at least 5 years in key stakeholder management at a senior level or equivalent role.
Strategic Vision: Ability to align data initiatives with long-term goals and articulate a clear roadmap for data maturity.
Execution Excellence: Proven track record of delivering enterprise-scale data programs with measurable business impact.
Cross-Functional Influence: Strong ability to collaborate with C-level peers and influence data-driven transformation across departments.
Governance Expertise: Mastery of data governance regulations (e.g. BCBS 239) and risk management.
Change Leadership: Skilled in leading cultural and organizational change to embed data as a core business capability.
Conceptual and strategic thinker with excellent communication skills
