Program Summary
KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. Our services ensure smooth operations allowing Air Force and government personnel to focus on their missions. We provide program management civil engineering morale welfare and recreation support among other essential services. Awarded by the Air Force Installation Contracting Center our contract spans a five-year base period with three one-year options reflecting our commitment to excellence and operational support.
Job Summary
The Chief of Real Property Estate & Planning Management serves as the senior advisor and subject matter expert for all installation real property real estate community planning and geospatial programs. This role integrates portfolio administration land use planning and asset management to ensure installation development supports mission priorities complies with host-nation and U.S. government requirements and promotes long-term sustainability. The position requires strong strategic contractual and administrative expertise to manage multidisciplinary teams coordinate across stakeholders and deliver accurate data-driven outcomes. The Chief reports to the Civil Engineering Chief of Installation Management.
Roles and Responsibilities
Real Property & Real Estate Oversight
- Direct accountability acquisition disposal and lifecycle management of real property assets.
- Ensure data integrity and compliance in the Real Property Inventory (RPI) and NexGen IT systems.
- Coordinate with engineering environmental and financial functions to align capital investment and asset optimization.
- Provide oversight of real estate agreements leases and host-nation documentation.
Community & Installation Planning
- Lead development maintenance and execution of Installation Development Plans (IDPs) district plans and sub-area studies.
- Evaluate land-use compatibility encroachment risks and mission growth requirements.
- Integrate planning with infrastructure siting transportation environmental considerations and resiliency initiatives.
Space & Facility Optimization
- Oversee space planning programs to ensure efficient and mission-aligned use of facilities.
- Validate and approve customer space requests; present recommendations to leadership boards.
- Support capital planning through analysis of occupancy consolidation and reallocation strategies.
Geospatial / GeoBase Program Management
- Supervise GIS/GeoBase functions ensuring accurate geospatial data for planning and operations.
- Integrate GIS analysis into planning studies noise contour/AICUZ modeling and master planning deliverables.
- Provide visualization tools and mapping to inform leadership decision-making.
Leadership & Coordination
- Collaborate with U.S. Air Force host-nation agencies and contractors on real property real estate and planning matters.
- Represent the installation in regional forums and technical working groups.
- Mentor staff and ensure consistent compliant and professional program execution.
- Prepare high-level briefings and reports for senior leadership.
- Daily use of Microsoft Office products (Word Excel PowerPoint Outlook) to complete reports tasks and communicate with customers and co-workers. Utilize advanced computer skills (Microsoft Office Suite ACES / NextGEN IT Program and other tools) to develop professional reports presentations and project documentation.
- Daily use of organizational and multitasking abilities with a focus on detail accuracy and quality of work
- Interpret and apply AFIs DoDIs and contractual requirements on a daily basis.
- Work independently and solve problems with minimal supervision while meeting performance expectations.
Basic Qualifications
- Bachelors degree in Urban/Regional Planning Real Estate Public Administration or related field.
- Minimum 5 years of experience in real property real estate or planning management within government military or large institutional environments.
- Strong knowledge of U.S. DoD/AF real property and planning frameworks host-nation processes and contract compliance.
- Demonstrated skills in program administration strategic planning and cross-functional coordination.
- Fluent in Reading Writing Speaking and Comprehending English (Level 3)
- Have a minimum B class drivers license
- Experience conducting site visits and performing field observations.
- Familiarity with host nation and USAF regulations and U.S. Government contract practices and standards
- Safety related experience (OSHA and or Turkish Safety Laws)
Preferred Qualifications
- Masters degree in Planning Real Estate or Public Administration.
- Experience with U.S. Air Forces ACES/NexGen IT Program
- Minimum 3 years experience in building inventories and surveys
- Familiarity with AFI/DAFI 32-9000 series (acquisition disposal accountability and temporary use of real property) and AFI 32-1001.
- Experience leading multidisciplinary teams in joint Nation environments.
- Proven success in space optimization long-range planning and asset portfolio management.
- Certification in facility or real property management (e.g. IFMA FMP or similar).

All positions require a current and favorable Turkish Security background check.
