Delawares Attorney General the States chief law enforcement officer has a broad responsibility to combat crime uphold civil rights safeguard families fight fraud and protect consumers in the First State.

In meeting this mission Attorney General Kathy Jennings is supported by teams of talented lawyers and staff in the Criminal Civil Family Fraud and Consumer Protection and Civil Rights and Public Trust Divisions. Each of the more than 500 staff who work in the Office of the Attorney General are dedicated to serving all Delawareans with integrity and passion.

Deputy Attorneys General with critical support from criminal special investigators victim service specialists paraprofessionals and administrative staff prosecute criminal cases enforce consumer laws provide counsel to state agencies ensure the publics access to open government protect the abused and much more.

Summary Statement

The Delaware Department of Justice (DOJ) is seeking a knowledgeable and proactive Human Resources Supervisor to provide leadership and oversight of daily HR operations supporting the DOJs statewide workforce of more than 550 employees across its Criminal Civil Family Fraud & Consumer Protection and Administrative Divisions with offices in New Castle Kent and Sussex Counties.

The HR Supervisor oversees and coordinates the delivery of comprehensive human resources services including recruitment and staffing employee and labor relations classification and compensation benefits administration performance management and compliance with state and federal employment laws. The position provides supervisory leadership to HR staff ensures consistent application of HR policies and Merit Rules and collaborates with DOJ leadership to meet agency operational needs.

This role requires strong analytical and communication skills sound judgment and the ability to research and resolve complex HR issues. The HR Supervisor also plays a key role in mentoring and developing team members while ensuring the delivery of prompt accurate and customer-focused HR services that support the DOJs mission and objectives.

This is a full-time position with regular business hours and statewide responsibility for overseeing human resources operations across New Castle Kent and Sussex Counties. The role requires regular in-state travel to provide on-site HR support and maintain visibility across all DOJ locations. This position is designated as in-person and does not offer virtual or remote work options.

Key Responsibilities

Daily Operations Management
  • Oversee daily HR operations to ensure seamless functionality across all areas.
  • Manage benefits implementation leave administration payroll processing promotions and employee relations matters.
  • Coordinate annual events such as open enrollment and other HR initiatives.
  • Supervise the hiring and onboarding processes for new employees.

Classification and Compensation
  • Oversee all classification and compensation functions.
  • Determine new hire salary levels and ensure pay equity across the organization.
  • Process advanced salary requests dual encumbrances and level-up salary adjustments.
  • Oversee position reclassifications and in collaboration with the Fiscal Department manage position control to ensure accurate funding and alignment of all positions.
  • Ensures accurate organizational charts and position structures.

Recruitment Retention and Onboarding
  • Manage comprehensive recruitment efforts and coordinate recruitment events.
  • Oversee the DOJ intern program as part of recruitment initiatives.
  • Develop and maintain training manuals and onboarding materials.
  • Ensure a streamlined onboarding process for new employees.

Benefits Pension and Leave Administration
  • Administer comprehensive benefits programs including retirement processing.
  • Ensure accurate and timely administration of retirement benefits.
  • Manage leave programs across all employee groups ensuring consistency and compliance with applicable policies and laws.

Supervision and Leadership
  • Directly supervise 23 full-time HR employees and 2 casual/seasonal staff.
  • Conduct regular staff meetings and performance evaluations.
  • Provide training and professional development opportunities to HR staff.
  • Make decisions on complex and sensitive HR matters.
  • Assign work and ensure timely completion of all tasks.

Operations Oversight
  • Identify operational challenges and recommend process improvements to enhance efficiency.
  • Serve as primary liaison with the Department of Human Resources and other state agencies.
  • Ensure timely completion of reports and compliance submissions.
  • Maintain open communication with staff employees and managers across all divisions.
  • Manage annual training programs and employee recognition events including service awards.


Preferred Qualification

The preferred qualification for this position is familiarity with the Payroll Human Resources Statewide Technology (PHRST) system or a comparable Human Resources Information System (HRIS).

  • Provides guidance direction and recommendations to employees management and others based on findings rules regulations policies guidelines and precedents that impact assigned area of human resources.
  • Depending on the size of an assigned agency and operations employees perform professional human resource work specializing in one or more human resource functions or perform professional human resource work as a generalist for all human resource functions of one or more assigned agencies.
  • Applies explains and ensures compliance with state and federal human resource laws rules regulations standards policies and procedures.
  • Analyzes inquiries needs and challenges; assesses organizational impact; evaluates alternatives/options and makes recommendations.
  • Explains and supports human resource related actions and recommendations.
  • Reports workplace risk management issues to leadership (e.g. safety health).
  • Researches collects analyzes and evaluates data and information from a variety of sources and documents findings in narrative and statistical reports.
  • Utilizes automated human resources information systems or other computerized systems to research and report on data; may perform quality reviews of data in systems.
  • Conducts special assignments and studies.
  • Participates in interviews meetings conference calls and/or presentations.
  • May calculate resolve discrepancies and report on data for an agencys payroll.

Job Requirements

JOB REQUIREMENTS for Human Resource Supervisor
Applicants must have education training and/or experience demonstrating competence in each of the following areas:

1.Applicants must possess at least one of the following:

Possession of a bachelors degree or higher.

OR

Four years of professional human resource experience.

OR

Three years of professional human resource experience AND a Statewide Human Resource Certification or professional human resource certification.

In addition to the above requirement applicants must meet all of the job requirements below:

2. Three years experience in performing professional human resource work in support of a human resource function.


3. Three years experience in providing guidance direction and recommendations to employees management or others on inquiries and/or challenges.


4. One year of experience in ensuring compliance with human resource laws rules regulations standards policies and procedures.


5. Knowledge of staff supervision acquired through course work academic training training provided through an employer or performing as a lead worker overseeing the work of others; OR supervising staff which may include planning assigning reviewing and evaluating the work of others; OR supervising through subordinate supervisors a group of professional technical and clerical employees.
