Project/Program: Central Accounts Payable System (CAPS)
Job Description:
This position is for Central Accounts Payable System (CAPS) used for Administration of Financial Operations. CAPS have integration with critical applications such as NYS Commission for Blind (NYSCB) Juvenile Justice Information System (JJIS) Quality Youth Development System (QYDS) Leave and Accrual Tracking System (LATS-NY) Human Capital Management (HCM-NY) and Contract Management System (CMS). Authorized payments are transferred to the NYS
Statewide Financial System (SFS) for payment via SFTP. The resulting return payment files are unencrypted parsed and provide payment details for OCFS feeder system reconciliation. Support is being requested including Global Payment Service (GPS) update AKANA service for vendor payment processing. Update documents for consumption and testing of the bi-directional service. Migrate interfaces from the old web service for Quality Youth Development System (QYDS) DJJOY youth allowance payments interface to new CAPSGPS AKANA service. Monitor CAPS OpCon runbooks for application batch jobs and processing. Environmental upgrades needed for Server OS/ Oracle database SSRS software and servers for reporting. Development and testing are underway to migrate to supported agency servers.
Timely payment processing to the vendors is very critical to continue to get the services and supplies. The failure to make payments could cause the termination of the services which will impact the health and safety of the clients in our care. CAPS has near real time integration with other critical agency applications. These applications work together to help the agency safeguard the clients that it is chartered to protect.
Day to Day:
1. Analysis design and development of enhanced features for application.
2. Work with business users for developing business analysis documentation and validation.
3. Develop and execute SQL queries to extract data providing reports to business users.
4. Perform writing of complex stored procedures/triggers in an Oracle database utilizing PL/SQL
5. Analysis design and development of Oracle database objects
6. Work in coordination with developers and customers to support the application.
7. Perform unit testing and coordination of UAT resolving deficiencies for retest.
8. Analysis and resolution of Production issues relating to the application.
9. Monitor data import and application interfaces. Work to resolve any data issues.
Mandatory Qualifications:
Software Analyst: Studies the software application domain prepares software requirements and specification documents. Liaises between the software users and the software developers. Conveys the demands of software users to the developers. Skills include: working knowledge of software technology; computer programming experience/expertise; general business knowledge; problem solving/reduction skills; interpersonal relation skills; flexibility and adaptability.
Expert: 84 months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.
Requested Qualifications:
- 84 months experience facilitating meetings with users to identify & gather business needs business rules & security requirements
- 84 months experience writing and executing SQL data queries for extraction and/or validation of application data
- 84 months experience in writing test plans & cases validation of requirements against application performing unit & regression testing
- 72 months experience in developing complex reports with up to a million lines of data using PL/SQL SSRS and reports using creation tool like Aspose rendering financial reports into PDF and Excel.
- 60 months experience developing applications 4.0 or above
