Position Overview: The State of South Carolina is seeking an experienced IT Healthcare Consultant Software Engineer to join the Eligibility and Enrollment Member Management Project. This is a new position created to support a large mission-critical healthcare technology initiative. The project team consists of state personnel industry IT professionals and seasoned consultants collaborating to modernize and enhance healthcare systems.
The ideal candidate will have a strong background in Python development modern web frameworks and healthcare/Medicaid systems. This role is hands-on requiring expertise in API development database management and software performance optimization.
Responsibilities: -
Design develop and maintain software components using Python JavaScript (Angular/React) and related frameworks.

Build and integrate RESTful APIs using Django or FastAPI.

Collaborate with business analysts architects and testers to deliver high-quality software solutions aligned with project goals.

Write debug and optimize complex SQL queries across SQL and NoSQL databases.
-
Participate in all phases of the SDLC using methodologies such as Agile Scrum and Waterfall.

Troubleshoot profile and resolve performance issues or software defects.
-
Support system integration testing and implementation for Medicaid-related systems.

Contribute to continuous improvement and documentation practices within the project.
Required Qualifications: -
Bachelors degree in Computer Science Engineering or Technical Science or five (5) years of equivalent industry experience.

Minimum 5 years of technical experience in software engineering and application development.

Strong proficiency in Python JavaScript (Angular/ReactJS) JSON and REST APIs.

Experience developing with Django or FastAPI.

Solid experience with SQL/NoSQL databases and writing complex queries.

Hands-on experience with AWS environments and tools.

Demonstrated experience in Agile Scrum and Waterfall delivery models.

Proven ability to analyze troubleshoot and resolve software defects effectively.

Prior experience working on Medicaid or healthcare system projects.
Preferred Skills: -
Knowledge of healthcare insurance principles and processes.

Experience with Medicaid Management Information Systems (MMIS).

UI/UX certification or hands-on experience in front-end optimization.

Experience developing or integrating Rules Engines.

Strong interpersonal and communication skills with the ability to collaborate across teams.
