Job Summary

Position Information

Under direction performs a wide variety of administrative analytical duties of moderate scope and complexity.

This is the first level in the Management Analyst I/II/III series. The Management Analyst level is dependent on the scope and complexity of the assignment. Positions assigned to Management Analyst I are performing duties of moderate scope and complexity. This level may also be used as an entry/trainee class for a position that is designated as a Management Analyst II in which case an incumbent may promote to that level once the experience and qualifications are met. Management Analyst I is distinguished from Management Analyst II in that the latter performs moderate to highly complex administrative analytical duties with a broader scope of responsibility and may fully supervise support and technical staff and serve as lead to Management Analysts.


This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

  • Analyzes researches gathers and interprets information on a wide variety of management matters such as budgets legislation programs contracts and staffing.
  • Makes recommendations regarding policies procedures organization operations
  • programs and other management-related areas.
  • Prepares and presents written and oral reports on recommendations data impacts options strategies and conclusions that are based on analyses.
  • Develops prepares modifies and monitors items/areas such as budgets grants research projects and contracts.
  • Implements and evaluates policies procedures and programs related to the assignment.
  • Works closely with managers and other staff within the department and the County to anticipate obtain and provide ongoing and accurate information.
  • Coordinates activities related to projects programs and/or other areas being analyzed.
  • Interprets policies and procedures to department staff County employees and external agencies and individuals.
  • Researches interprets and complies with local state and federal codes regulations laws policies procedures and guidelines.
  • Attends or serves as management liaison at meetings/functions such as committees task forces community forums commissions and conferences.
  • Obtains data/information from internal and external departments and agencies in regard to areas being analyzed such as funding sources interdepartmental activities and programs.
  • Plans develops conducts and evaluates training/informational programs for staff and/or the public on administrative or management issues.
  • Provides direction to internal and external parties on assigned projects and activities.
  • Performs other related duties.

Minimum Qualifications

The knowledge skills and abilities listed above may be acquired through various types of education training or experience. Typical ways to acquire the required knowledge skills and abilities are listed below:

Bachelors degree in business administration public administration social services political science education or a related field.

Supplemental Information

  • The ability to speak read and write Spanish in addition to English would be an asset in this position but is not required.
  • Employees who drive on County business to carry out job-related duties must possess a valid CA Driver License for the class vehicle driven.
  • The Department of Social Services will conduct a thorough background and reference check process which includes a Department of Justice fingerprint check.
  • Monterey County like all employers is required to verify an employees right to work in the United States. Accordingly on the first day of employment employees must have and show those documents that verify their legal right to work in the United States. Examples of accepted documentation are a U.S. Passport or Alien Registration Card or a drivers license and Social Security Card or a drivers license and U.S. Birth Certificate.
  • Additionally our agency requires a valid social security card in order to process employee paychecks. Accordingly on the first day of employment employees must have and show this document.
  • Government agencies accessing US government information which includes federal tax information must ensure that background investigation requirements for all agency employees and contractors that have access to federal tax information are consistent with the IRS background investigation requirements for access to federal tax information. A background check may be required if the position requires access to these types of records. Background requirements consist of three components which include fingerprinting citizenship verification and local law enforcement checks. Applicable agencies must conduct an investigation during the time of hire and ensure an investigation is conducted 10 years from the date of the previous background investigation for each employee that has access to federal tax information.

TRAINING & EXPERIENCE EXAMINATION WEIGHTED 100%
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidates knowledge skill abilities and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on pre-determined rating criteria. All applicants must complete the entire examination to receive a order to obtain a position on the eligible list candidates must receive a minimum rating of 70% on the examination.


MSS is accepting applications on a continuous basis. Qualifying candidates will be notified via email with instructions for completing the examination within 30 days of the date of application.


ELIGIBLE LIST INFORMATION

A departmentalopeneligible list will be established for the county of Monterey. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.


RETEST PERIOD

Once you have taken the examination you may not retest for SIX (6) MONTHS from the established eligibility date.


SPECIAL TESTING ARRANGEMENTS

Special testing arrangements may be made to accommodate applicants for disability military or religious reasons.
