This recruitment will hire for (1) Career Service position (work location Brightwater Treatment Plant) and for (1) Term-Limited Temporary (work location West Point Treatment Plant)

This recruitment aims to fill (1) Term-Limited Temporary (TLT) position with an anticipated duration of up to two (2) years. If the position is filled by a King County employee who has successfully completed their initial probation they will be offered the role as a Special Duty Assignment (SDA).


Provides an opportunity for an individual withexpertiseand required qualifications in theconstructionfield to applygrowanddemonstratetheir leadership and skill level in this role that is critical to WTDs construction project oversight effort.

Inspection of the civil/structuraland related mechanicalcomponents of construction projects including standalone contracts attheWest PointBrightwaterandvarious offsite facilities and other WTD facilities throughout the County as needed. Ensure compliance with the Contract documents and code for the repair and/or installation ofvarious components of WTDsincluding pipelinesearthworkshoring concrete(foundations above and below grade structures etc.) paving structural steeland other work involving thecivil/structuraltrades. Contract value amounts vary from small <$10k work orders to large $200M lump sum and alternative delivery contracts.

The Construction Management Unit in the Wastewater Treatment Division isseekinganexperiencedprofessional to join our Construction Management Team as a ConstructionInspector(WastewaterConstruction Management III). This isa great opportunityto work on challenging construction projects as the directliaison between theCountyConstruction Management teamsand contractors.

Job Duties

What You Will Be Doing:

  • Perform inspection and testing ofcivil/structuralconstruction work for assigned contracts ensure compliance with contract documents and code requirements. Construction work could occur on anyportionof the Wastewater Treatment Divisioninfrastructure including treatment plants pump stations and conveyance system. Coordinate work with other inspection staff Project Representative Contractor and the Operations and Maintenance teams.
  • Providetechnical supportto lower-level staff. Support the administration of smallcivil/structuralspecialty wastewater treatment construction contractsand/or thecivil/structuralelements of larger contracts.
  • Assist in the review of contractor submittals for conformance with contract specifications and drawings.
  • Prepare inspection and testing reports field notesphotosand other required reports; support change order preparations contract dispute resolution and closeouts as.
  • Implement a defined program of inspection sampling and testing and startup and commissioning of facilities and equipment to ensure efficient and effective operations and toidentifyproblems and recommend corrective action.
  • Review and interpret engineering design drawings and specifications to ensure compliance with acceptable construction methods and wastewater treatment requirements

Experience Qualifications Knowledge Skills

Qualifications You Bring:

  • Ability to read and interpret engineering drawings and specifications as applied to wastewatertreatment facility and large conveyance systems.

  • Specialized knowledge of construction methodstechniquesand cost factors with emphasis on civil structural and pipeline installations.

  • Two years of technical school training in mechanical civil or a related technical field and four (4)years of progressively responsible construction inspection or sub-professional engineeringexperience is(additionalacademic or vocational courses incivilengineering;coderequirements or building construction);OR six years ofprogressively responsiblecivil/structuralconstruction inspection or responsible constructionengineeringexperience isOR three years of experience as a journeyman level tradesperson working in wastewater construction or other closely field.

  • Ability to inspect materials and workmanship and recognize deficiencies and omissions requiringcorrection

  • Knowledge of relevant construction laws ordinances codes regulationsspecificationsandstandards.

  • Demonstrated ability to understand and follow technical specifications and procedures.

  • Knowledge of the construction ofcivil/structuralcomponents especially as applied towastewater treatment or heavy industrial facilities.

    Experience with managing construction activities in operational environments and knowledge ofhazards and safety procedures involved.

  • Ability to communicate clearly both orally and in writing including ability to use a computer for

    word-processing and data analysis to produce daily inspection reports test reports and other related construction documentation.

Preferred Qualifications:

  • Experience construction facilities in operating wastewater conveyance and treatment facilities.

  • Experience inspecting civil aspects of construction projects such as buried pipeline construction.

  • Valid/Unrestricted Washington State Drivers License

Working Conditions:

  • Work Location:Career Service position will work out of Brightwater Treatment Plant - 22505 State Route 9 SE Woodinville WA 98072 and the Term-Limited Temporary (TLT) position will work out of West Point Treatment Plant -1400 Discovery Park Blvd Seattle WA 98199 (This is not a telecommute position.)

  • Work Schedule:This full-time position works a 40-hour work week Monday-Friday and may work either a 5x8 4x10 or 9/80 schedule (Every other Friday off) based on contractor scheduling. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.

  • Union Representation:This position is represented byTechnical Employees Association (TEA)
