Position Summary

Incumbents of positions in this series conduct inspections and maintain and administer the Divisions inspection program for MassDOT and municipally owned bridges in accordance with the requirements of the National Bridge Inspection Standards (NBIS) as defined in the Code of Federal Regulations 23 CFR Part 650 Subpart C. They also inspect bridges that do not meet the NBIS definition of a bridge and can be assigned to inspect other ancillary and appurtenant highway structures and perform other inspection related engineering duties on an as needed basis.

The primary purpose of this work is to perform the inspection of bridges and ancillary highway structures in the Commonwealth of Massachusetts to ensure that they are safe for the traveling public to use.

Duties and Responsibilities

  • Acts as Assistant District Bridge Inspection Engineer and performs all types of bridge inspections required by NBIS on all types of bridge structures.
  • Exercises direct supervision (i.e. not through an intem1ediate level supervisor) over and assign work to and review the performance of bridge inspection teams; and exercise indirect supervision (i.e. through an intem1ediate level supervisor) over professional and/or technical personnel.
  • Reviews and approves reports that have assigned numerical ratings of 6 or greater for Item 58 Item 59 Item 60 or Item 62 to meet FHWA frequency requirements.
  • Inspects bridges consistent with the requirements of NBIS and Department policies and procedures.
  • May be asked to assist with the inspection of tunnels and ancillary structures.
  • Conducts all field work or inspections safely and in conformance with standards for traffic protection adopted by MassDOT.
  • Perform calculations related to estimating structural section loss and traffic counts by using calculators computers and other instruments.
  • Performs related duties such as collecting and compiling bridge data needed to prepare for a bridge inspection; operating inspection equipment and tools that arc used as a normal part of bridge inspection.
  • Prepares for assigned bridge inspections by obtaining and reviewing all available plans and inspection records for structures that are to be inspected and by ensuring the availability of equipment and tools needed by all team members for each inspection assignment.
  • Maintains the safety of bridge inspection teams and the public by ensuring that the proper safety equipment is available and that it is used correctly; ensuring that all safety procedures are in place; and ensuring that proper procedures are used for inspections over water and railways.
  • Coordinates traffic set-ups and police details as necessary for inspections.
  • Ensures the quality of inspections and prepares inspection reports.
  • Assists the District Bridge Inspection Engineer (DBIE) in maintaining inspection unit files for all bridges covered by that unit including all information required by NBIS and supplemental information required by Department policies and directives. Assists the District Bridge Inspection Engineer (DBIE) in maintaining the inspection units equipment inventory and coordinating all repair and maintenance activities required to keep the equipment in good working order.
  • Assists the DBIE to maintain a file for all inspection unit personnel containing basic personnel data and titles duties qualifications training and education.
  • Prepare inspection reports for the various structures inspected as needed.
  • Represents MassDOT and attends meeting and conferences as required.
  • Performs Employee Performance Review System (EPRS) duties.

Unit E Sign-On Bonus

This position is eligible for a five-thousand dollar ($5000) signing bonus (Signing Bonus) if you are newly hired at MassDOT. Current MassDOT employees are not eligible for the Signing Bonus. The Signing Bonus will be paid in two parts: 1) $3000 (less applicable taxes) included in the employees first paycheck. 2) $2000 (less applicable taxes) after the successful completion of the employees probationary period.

Minimum Entrance Requirements

Applicants must have (A) a Bachelors Degree in Civil or Structural Engineering from a college or university accredited by the Accreditation Board for Engineering and Technology and (B) an Engineer-In-Training certification or Professional Engineer registration and (C) at least two (2) years of bridge inspection experience and (D) possess the minimum qualifications to be in charge of a bridge inspection team as specified in 23 CFR Part 650 Subpart C by having one of the following required combinations of training and experience:

Possession of a Professional Engineer registration and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

A minimum of five (5) years experience in bridge inspection assignments in a responsible capacity and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

Certification as a Level III or IV Bridge Safety Inspector under the National Society of Professional Engineers program for National Certification in Engineering Technologies (NICET) and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

A Bachelors Degree in Civil or Structural Engineering and an Engineer-in-Training certification and two (2) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course; or

An Associates Degree in Civil Engineering or Civil Engineering Technology and four (4) years of bridge inspection experience and successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course.

Substitution

A minimum of five (5) years experience in the next lower Bridge Inspector title in addition to successful completion of a Federal Highway Administration approved comprehensive bridge inspection training course may be substituted for the Bachelors Degree and Professional Engineer registration.

SPECIAL REQUIREMENTS:

Must be able to successfully complete all federal and state training required to meet federal NBIS regulations and safety standards.

Based on assignment a current and valid Massachusetts Class D Motor Vehicle Operators license is required.

Based on assignment SCUBA certification from a recognized educational program may be required.
