Description
The City of Fairburn is seeking an experienced skilled code enforcement professional that has specialized experience and administrative work functions associated with enforcing city codes and ordinances inspecting and investigating properties and issuing permits and citations. This position reports to the Code Enforcement Manager.
Hiring Range: $22.89 - $24.03 Hourly Rate (Depending on qualifications)
Work Days/Hours: Monday Friday
8:00 a.m. - 5:00 p.m.

JOB SUMMARY
The Code Enforcement Officer is responsible for performing specialized and administrative work functions associated with enforcing city codes and ordinances including landscaping signs weeds litter land use garbage sewer connections parking and revenue. Duties include but are not limited to: inspecting and investigating properties and buildings; determining nature of environmental or health hazards; issuing permits or citations; understanding and complying with state and federal regulations on land usage zoning business permits and building access.
ESSENTIAL JOB FUNCTIONS
- Administers and enforces the provisions of city codes applying to landscaping signs weeds litter land use garbage sewer connections parking and revenue.
- Assists revenue department and law enforcement officials with violation issues and enforcement of codes.
- Patrols the city to identify code violations; picks up illegal signs.
- Reviews zoning for sign permits; inspects size of building frontage to verify compliance with sign ordinances.
- Notifies businesses of code violations; performs follow-up on code violations.
- Issues notices of violation stipulating necessary changes for ordinance compliance; takes appropriate action to ensure compliance.
- Responds to questions and complaints related to codes and violations; provides information researches problems and initiates problem resolution.
- Provides education and information to the community about code requirements; meets with citizens businesses and other organizations for instruction on code compliance.
- Processes a variety of documentation associated with departmental operations per established procedures and within designated timeframes; distributes documentation or retains records as appropriate.
- Prepares or completes various forms reports correspondence permits tickets or other documents.
- Receives various forms reports correspondence permits business licenses maps manuals code books ordinances reference materials or other documentation; reviews completes processes forwards or retains as appropriate.
- Operates a motor vehicle shovel measuring devices two-way radio personal computer general office equipment or other equipment as necessary to complete essential functions to include the use of word processing spreadsheet database e-mail Internet or other computer applications.
- Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.
- Maintains a comprehensive current knowledge and awareness of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Maintains records of applications inspections investigations violations hearings and related data.
- Conducts research regarding property ownerships current and past permits and applications applicable codes and laws and coordinates code enforcement actions with other City departments.
- Prepares reports and recommendations on code enforcement matters and gains voluntary compliance.
- Prepares case information and presents evidence in court to prosecute citations and makes presentations as needed for legal proceedings.
- Performs other related duties as assigned.
Qualifications
QUALIFICATIONS
Education and Experience:
High school diploma or GED; supplemented by two (2) years of related experience; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job.
Licenses or Certifications:
Valid State of Georgia drivers license; GACE Level I Code Enforcement Certification
Special Requirements:
This classification may be subject to drug and/or alcohol testing as mandated by federal regulations. Requires an acceptable general background check to include a local and state criminal history check and an acceptable driving record.
Knowledge Skills and Abilities:
- Knowledge of basic arithmetic operations.
- Knowledge of general code enforcement protocols.
- Ability to utilize a wide variety of reference and descriptive data and information.
- Ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs.
- Ability to carry out instructions furnished in written oral or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
- Ability to exercise judgment decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
- Skill in operating maneuvering and/or controlling the actions of equipment machinery tools and/or materials used in performing essential functions.
- Ability to read and interpret the Citys Zoning Ordinance.
PHYSICAL DEMANDS
The work is light work which requires exerting up to 20 pounds of force. Work requires the ability to exert moderate though not constant physical effort typically involving some combination of climbing and balancing stooping kneeling crouching and crawling and which may involve some lifting carrying pushing and/or pulling of objects and materials of moderate weight. Some tasks require the ability to perceive and discriminate depth and visual cues or signals. Some tasks require the ability to communicate orally.
WORK ENVIRONMENT
Work is performed in an outdoor environment. Performance of essential functions may require exposure to adverse environmental conditions such as dirt dust pollen odors wetness humidity rain temperature extremes and traffic hazards. May be required to work nights and weekends.
