Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
A responsive and strong supply chain is a cornerstone of the America First Global Health Strategy playing a vital role in advancing global health security priorities. By ensuring the availability quality and rapid deployment of essential health commoditiessuch as diagnostics vaccines and treatmentsthese activities directly support the prevention of avoidable epidemics early detection of emerging threats and swift response to outbreaks. Integrated and resilient supply chains bolstered by private sector logistics pooled procurement and data-driven inventory systems enhance the capacity of both the U.S. and partner countries to manage endemic and emerging infectious diseases including antimicrobial resistance. These efforts not only protect American lives and economic interests but also strengthen global preparedness and response systems against future public health emergencies.
The Senior Supply Chain Advisor will support the Department of Healths Supply Chain Governance and Oversight Council to strengthen the current supply chain management system (SCMS) by introducing reforms that are aligned with the America First Global Health Strategy and responsive to the Philippine government health priorities.
The Advisor will provide technical support to the Department of Health with a special emphasis on strengthening the functionality of the Supply Chain Governance Council and its committees to address predominant supply chain issues affecting health service delivery and to enhance its capacities to anticipate and address future public health emergencies.
The Senior Supply Chain Advisor is expected to collaborate with the Food and Drug Administration Department of Budget and Management Department of Science and Technology the Board of Investment and other government agencies to help address programmatic bottlenecks and facilitate solutions through coordinated technical support and effort of DOH and other agencies.
The Senior Supply Chain Advisor will receive direction from U.S. Embassy Manilas Regional Foreign Assistance (RFA) Section and the Chairperson of the DOH Supply Chain Governance and Oversight Council. He/She is expected to work closely with the Secretariat of the DOH Supply Chain Governance and Oversight Council participate in supply chain related meetings and workshops and facilitate interagency collaboration to resolve supply chain issues and build a resilient system. Familiarity with the DOH national strategic plan the Philippine Procurement Law and the public health SMCS is a must. The Advisor will report to the U.S. Department of States Foreign Assistance Section on weekly basis.

The Senior Advisor will provide a detailed monthly report to the U.S. Department of State RFA Section to be submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to RFA (and participate in weekly calls) to include a short paragraph about main successes for that week.
