Job Summary

SGI Global is seeking an experienced Consultant to support the Defense Logistics Agency (DLA) Continuity of Operations (COOP) Program in the National Capital Region (NCR) including the Pentagon and Fort Belvoir Virginia. This is a full-time on-site position (with limited telework as approved) supporting DLAs mission to maintain uninterrupted execution of mission-essential functions during national security emergencies and continuity operations..

Key Responsibilities

  • Provide subject matter expertise in continuity planning crisis management and readiness operations in support of DLAs enterprise continuity and emergency preparedness mission.
  • Support the development coordination and maintenance of continuity plans readiness assessments and operational procedures in accordance with federal and DoD continuity directives.
  • Develop execute and evaluate COOP training exercises and after-action reviews for senior-level leadership including SES and Flag Officer participation.
  • Prepare and deliver correspondence briefings situational updates operational reports and decision-support materials for senior defense officials.
  • Support the design and implementation of crisis management plans field guides and standard operating procedures for Defense Continuity and Crisis Response operations.
  • Maintain situational awareness of emerging crises and assist in developing response options recommendations and policy guidance for decision-makers.
  • Contribute to knowledge management efforts by developing and maintaining continuity-related resources on SharePoint Teams and other information-sharing portals.
  • Collaborate with interagency and DoD partners to support mission continuity information sharing and crisis coordination.
  • Participate in special event preparedness and National Special Security Event (NSSE) support as required.

Minimum Qualifications

  • Preferred bachelors degree from an accredited four-year college or university; or comparable professional/military training or certifications from the U.S. Armed Forces FEMA or recognized trade/professional associations.
  • 57 years of relevant experience as a DoD civilian federal contractor via military training or equivalent private-sector experience.
  • Advanced written and spoken English; ability to analyze develop and draft complex policy issues for senior officials.
  • Proficiency with Microsoft Office Suite Microsoft Teams/SharePoint and Adobe Acrobat (or equivalent collaboration portals).
  • Background in Continuity of Operations at the federal agency level with working knowledge of the National Continuity Policy NCPIP Federal Continuity Directives (FCDs) and DoDI 3020.26 3020.42 and 3020.44 (or successors).
  • Recent (within five years) experience writing and developing Continuity of Operations plans.
  • U.S. Citizenship.
  • Active Top Secret clearance with SCI eligibility (Tier 5/SSBI) at application and throughout employment.

Preferred Certifications

  • FEMA Level I/II Professional Continuity Practitioner
  • Associate/Certified Business Continuity Professional
  • Certified Emergency Manager
  • Completion of the FEMA National Emergency Management Basic Academy.
