ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • The essential duties of this position are to oversee the budget and audit operations of the agency by managing and directing staff as well as providing expert fiscal advice to leadership. This role is crucial to the financial health of the Department of Family Services.
  • Manage and direct the Budget and Audit team within Financial Services including delegating guiding and reviewing work conducting interviews hiring and performing performance appraisals. This includes overseeing the agencys fiscal procurement processes and the B-11/NAFR processes both of which are performed by one of this positions direct reports.
  • Provide advice and guidance to the Chief Financial Officer (CFO) Director administrators and program managers on fiscal matters including budget and expenditure tracking and policy and procedure changes.
  • Serve as the primary point of contact for resolving budget issues with business partners state agencies and government agencies.
  • Develop prepare and manage the agencys biennial budget using the states IBARS software system and the states WOLFS accounting system in collaboration with agency leadership. This includes acting as the agency SME (subject matter expert) for both systems in relation to budget transactions.
  • Oversee the internal review and audit functions of all DFS programs and contracts including the enforcement of auditing standards and the development of a comprehensive audit program.
  • Manage the setup and tracking of all agency funds ensuring compliance of expenditures and collections with state and federal regulations.
  • Serve on various teams and committees as a fiscal representative.
  • Advise and confer regularly with agency personnel including leadership to clarify guide and resolve budget questions policies and processes.
  • Other duties as assigned.

Qualifications


PREFERENCES:


Preference will be given to candidates with a Bachelors or advanced degree in accounting and/or CPA certification and previous auditing experience.


KNOWLEDGE:


  • Skill in oral and written communications.
  • Perform well under pressure and adjust to changes in work schedule.
  • Ability to work with consultants and computer programmers in developing new systems.
  • Knowledge of generally accepted principles as they are applied to governmental accounting transactions.
  • Knowledge of WOLFS accounting system.
  • Knowledge in BI Intelligence (formerly InfoAdvantage).
  • Knowledge in Excel & Access database at an expert level.
  • Knowledge of general accounting.
  • Knowledge of computers designing and using complex spreadsheets and word processing applications.
  • Knowledge of 10-key Data entry.
  • Knowledge of Wyoming Statutes rules and regulations.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Financial Accounting standards (FAS).
  • Knowledge in Cost Accounting and 2 CFR 200.
  • Knowledge in Federal Requirements of a Public Assistant Cost Allocation Plan.
  • Knowledge of interviewing techniques necessary for hiring purposes.
  • Knowledge of state and federal policies laws and regulations state and federal legislative and government processes.
  • Knowledge of budget and procurement practices and policies.
  • Knowledge in State Personnel Rules and associated federal laws.
  • Knowledge in internal controls over accounting applications.
  • Knowledge of government management including human resources accounting and general management.
  • Knowledge in project management.
  • Knowledge of federal grant application progress reporting and financial reporting.
  • Skill in evaluation policy-making decision-making and direction of work activities.
  • Skill in oral and written communication.
  • Skill in work management and work leadership.
  • Skill in organization planning and management.
  • Skill in gathering data from manuals statutes and regulations to make determinations and decisions.


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in Finance)

Experience:
2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant

OR

Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant

PHYSICAL WORKING CONDITIONS:


This position is in a typical office environment. Occasional travel to a conference or DFS office in the state may be required.

  • FLSA: Exempt
  • All positions within the Department of Family Services will require a background check including the taking of fingerprints which will be completed through the Wyoming Department of Criminal Investigations the Department of Family Services and the Federal Bureau of Investigation for every successful applicant.
