Job Summary

The Financial Analyst / Life Cycle Manager provides comprehensive financial programmatic and logistical support. This position ensures proper budget formulation execution and lifecycle management of the Shipboard Multipurpose Copier Program (SMCP) and related Information Technology (IT) systems. The role involves close coordination with internal stakeholders the Chief Information Officer (CIO) and external vendors to maintain program readiness ensure compliance with budget processes and optimize the allocation of resources across CNSL programs.
Job description:
Provide Shipboard Multipurpose Copier Program (SMCP) Support. Work with internal and external clients third party vendors the Chief Information Officer (CIO) in accomplishing project objectives in support SMCP program which could include tracking of onboard equipment requirements training requirements and pre-deployment supply requirements.
Coordinate with CIO to facilitate decisions necessary for program delivery and communicate funding requirements.
Support the organization in the execution of vendor process to ensure timely and accurate delivery of parts and support equipment.
Develop CNSL N6 financial requirements supported with a budget analysis and report findings to N6 government lead.
Utilize automated financial tools to analyze and track funding documents supporting CNSL Headquarters Information Technology as well as computer video teleconference and telephone support services and command and control systems.
Draft/review/submit financial documents issued by Budget Activity/Functional Program ensuring they are consistent with the budget formulation and execution processes. Identify deviations and ensure variances are resolved through coordination with the Comptroller and N43 while providing quarterly updates to the N6 government lead.
Monitor fund provided within CNSL N6 create a fiscal tracking process spreadsheet to appropriately track funding analyze identify underperforming N6 programs and make recommendations for efficient use of funds.
Qualifications required:
Bachelors degree in Accounting Finance or Business Management preferred.
Minimum of 5 years of experience in budgeting finance or accounting.
Demonstrated experience in budget formulation justification and execution for organizations programs or projects.
Prior experience with Navy logistics accounting or ship maintenance preferred.
Proficiency in Microsoft Office Suite (Word Excel PowerPoint).
Familiarity with Command Financial Systems and automated financial management tools.
Strong analytical and quantitative skills with attention to detail and accuracy.
Excellent written and verbal communication abilities.
Strong organizational and problem-solving abilities to manage multiple concurrent projects.
Must possess or be eligible to obtain a DoD Secret Security Clearance.
