This position supports the Director Deputy Director and Executive Staff in managing the Departments legislative affairs at both the state and federal levels. Responsibilities include tracking analyzing and coordinating testimony on legislation; working with legislators lobbyists and stakeholders; and communicating the Departments and Commissions positions on proposed bills. The role involves attending legislative sessions preparing policy recommendations analyzing legal and fiscal impacts and participating in budget development and review processes. This position also assists in implementing newly passed laws ensuring internal compliance and may serve on legislative implementation committees.

Job Duties:

Major responsibilities include:

- Track and monitor State and Federal legislation to determine the impact to the Department.

- Analyze proposed legislation and amendments request information concerning implications of the bills prepare testimony notes based on policy decisions and monitor all wildlife recreation and personnel related legislation during session.

- Analyze proposed Federal legislation and amendments request information concerning implications of the bills prepare testimony notes based on policy decisions.

- Maintains legislative history files. Supports Department staff on legislative issues as needed.

- Draft legislative updates and summaries for the Commission Director and the public.

- Prepare and release a weekly legislative update throughout the duration of the legislative session.

- Represent the Department at committee or stakeholder meetings at lobbyist and legislator discussions concerning assigned bills.

- Schedule and attend meetings with State Legislators and their staff and Federal Congressional Offices to discuss potential policy impacts work with the Commission Director Deputy Director and Assistant Director of the Information Education and Recreation Division Legislative Liaison and stakeholder groups as required by process and properly report results and take appropriate actions.

- Read and understand issues and impacts of bills and amendments distribute to appropriate work-units and monitor timely responses to bills.

- Work with Director Deputy Director Assistant Directors Legislative Liaison and designated administrative staff on impacts resulting from proposed legislation.

- Prepare summaries and provide information for discussion and policy decisions. Communicate policy to internal staff as needed.

- Monitor agendas calendar and ensure proper Department representation at all committee meetings and hearings. Read and track bills amendments and bill summaries.

- Analyze amendments and impacts on bill status and alert the Commission Director and Executive staff and Leadership Team as needed.

- Stay in communication with legislative staff concerning legislative activity and schedule meetings as necessary.

- File daily reports bill summaries and amendments and assist in the distribution of information to the Departments legislative and Leadership Team.

- Prepare legislative implementation plans and participate as a member or leader of an implementation team working with designated representatives to ensure timely and accurate implementation of legislation.

- Summarize status and compare overall implementation plans and calendars. Monitor and alert appropriate personnel if any problems are discovered. May also be assigned to special projects as required.

- Report to Commission Director Deputy Director and Assistant Directors and Legislative Liaison.

- Handle state legislative and congressional constituent referrals and Governors Office correspondence.

- Research and appropriately respond to issues within statutory and policy guidelines.

- Coordinate with Director and staff on the Departments annual budget request and other fiscal goals with the Governors Office (OSPB) and the budgetary arm of the legislature (JLBC). Notify and monitor results within appropriate internal areas of any action necessary to meet public needs. Participate in various Department rule teams.

Knowledge Skills & Abilities (KSAs):

Knowledge of concepts terminology principles and procedures of the legislative process both State and federal including bill introduction and procedure testimony protocol and committee structure. Knowledge of the methods and techniques of legislative research and the use of statutes codes and other legislative resources. Knowledge of the methods and techniques for writing bills amendments and other documents in established formats. Knowledge of functions and responsibilities of local state and federal governments and related bodies of governments. Strong oral and written communication.

Extensive computer skills proficient with Microsoft suite and Google. Public skills and presentation skills. Research skills and experience with statutes policies administrative rules and case law. Active listening and critical thinking/analysis skills. Negotiation and conflict resolution.

Ability to respond appropriately and resolve issues. Ability and experience working with various areas within the agency and understanding responsibilities decision hierarchy calendar of key events and management responsibilities to work effectively to meet legislative goals. Ability to and experience writing reports compiling and presenting information and data and putting technical issues into layman terms. Ability to communicate with tact and diplomacy. Ability to maintain confidentiality. Ability to use discretion and independent judgement. Ability to maintain harmonious working relationships with all staff levels. Ability to effectively handle difficult interpersonal situations. Exceptional multi-tasking abilities.

Selective Preference(s):

Bachelors degree in political science public administration or other closely related field. Work related experience for at least 5 years as a public advocate and other related field working in a high pressure public contact area.
