MetaPhase is seeking a Project / Product Manager for a public website. You will manage scope schedule budget risk and vendor coordination while also owning product vision roadmap and backlog. You will guide discovery and delivery with an Agile approach ensure compliance with Section 508 and federal standards and partner with stakeholders to ship accessible secure and performant features that meet mission outcomes.
What You Will Be Doing:
- Own the schedule milestones dependencies and release planning
- Manage scope budget staffing mix burn rate invoices and deliverable acceptance provide monthly status reports
- Build and maintain a transparent roadmap and prioritized backlog translate discovery into epics and user stories with acceptance criteria
- Run Agile ceremonies standups sprint planning reviews and retrospectives align capacity and velocity with priorities
- Define success metrics and KPIs for example task completion Core Web Vitals accessibility conformance adoption and satisfaction
- Lead stakeholder engagement facilitate working sessions and demos publish clear status updates and decision logs
- Coordinate with COR and CO on task orders contract modifications and option exercises maintain RAID and change control logs
- Ensure Section 508 and WCAG 2.2 AA conformance align with USWDS plain language and 21st Century IDEA
- Support security and privacy reviews ATO inputs configuration management and release governance
- Guide user research planning usability testing and feedback channels in partnership with UX and content
- Translate analytics into decisions partner on DAP and Google Analytics where permitted Siteimprove and measurement plans
- Coordinate cross team delivery with vendors and partner agencies define RACI and escalation paths
- Maintain product documentation product briefs requirements and release notes ensure traceability from goals to outcomes
What We Need From You (Required):
- 7 years leading digital projects or products including 3 or more years as a product manager for web platforms
- Proven success delivering public facing websites at scale roadmap ownership and iterative releases
- Federal experience working with COR and CO deliverable management contract reporting and task order planning
- Strong Agile practice story writing estimation backlog refinement release planning and risk management
- Working knowledge of accessibility practices Section 508 and WCAG 2.1 or 2.2 AA in partnership with design and engineering
- Familiarity with USWDS modern web stacks CI/CD concepts and DevSecOps collaboration
- Proficiency with Jira and Confluence or similar tools plus roadmapping tools such as Aha or Productboard
- Excellent communication and facilitation skills able to translate between mission policy and technical teams
Bonus Points (Desired):
- PMP PMI ACP CSMSAFe PO PM or CSPO
- Experience with CMS platforms used by federal agencies for example Drupal 10 or headless approaches
- Analytics for government sites DAP and GA4 where permitted Siteimprove dashboarding and A B testing
- Familiarity with FedRAMP services ATO documentation privacy reviews and change management boards
Work Setup & Travel:
- Hybrid - Based in Washington DC. Occasional travel may be required.
Clearance & Education:
- Must be able to obtain Public Trust
- Bachelors degree in Business Technology or related field
