Job Summary: |
The Nurse Manager of the Compliance Department oversees compliance with public disciplinary or non-public Alternative to Discipline (ATD) agreements for nurses with substance use disorders mental health conditions and/or nursing practice related concerns.
Works under the agency Associate Director exercising discretion and independent judgment within applicable law established policies and guidelines.
Job Duties: |
Oversee the development and implementation of Compliance and Alternative to Discipline programs for nurses with substance use disorders or other practice issues. Collaborate with evaluators treatment providers employers and nurse participants to ensure successful program completion. Monitor participant progress and compliance with program requirements. Evaluate program effectiveness and recommend improvements
Supervise recruit and evaluate program staff. Provide training and ongoing education to staff on regulatory matters and best practices. Foster a positive work environment that promotes teamwork and professional growth. Resolves problems and questions presented by subordinate staff regarding work processes policies organization or methods. Responsible for the timeliness and quality of work products and effectiveness of the department. Establishes and maintains work standards procedures methods and rules for the monitoring unit. Advises agency staff regarding program components assigned to the unit and provides updates to Board members of compliance percentages and success rates of programs. Testifies on investigative/non-compliance matters during Administrative Hearings when required
Serve as a subject matter expert on nursing regulation and compliance for the staff board healthcare facilities and educational institutions. Develop and deliver educational programs on regulatory compliance for nurses employers and educators. Collaborate with other state agencies professional organizations and stakeholders to promote safe nursing practice
Composes stipulated agreements memorandums and correspondence to participants and authorized third parties including attorneys dealing with subject matter in ways that call for considerable discretion judgment and negotiation authority. Replies to inquiries; reads examines and reviews reports prepared by subordinate staff consultants or specialists; makes corrections adjustments raises questions and routes back to writer or approves for routing to destination. Conducts intake interviews for the Boards confidential ATD program investigates cases reviews evaluations and drug test results. Approves evaluators for participants under monitoring or ATD agreements
Analyze data and trends related to compliance issues and ATD program outcomes. Develop and implement quality improvement initiatives to enhance program effectiveness. Prepare regular reports on program performance and outcomes for the board and executive leadership.Devises a timetable schedule or agenda for achievement of work objectives completion of projects or development of changes in work processes

Knowledge:
Legal: knowledge of Nurse Practice Act; state/federal statutes and rules relating to the practice of nursing including administrative law and judicial procedures
Nursing/Medical/HealthCare: Knowledge of standards of nursing practice and standards of patient care throughout the healthcare system including hospitals managed care home health nursing homes rehabilitation centers schools prisons and other settings
Knowledge of federal requirements affecting the practice of nursing and the practice of nursing assistants as it relates to the delivery of healthcare
Operational: Knowledge of human resource management and group dynamics; effective conflict resolution; principles of negotiation; delegation techniques; staffing methodologies; identifying gaps in programs to improve services; understanding/application principles of TQM

Skills:
Written communication skills including the ability to communicate the findings of an investigation in a comprehensive and succinct investigative report
The skill to analyze and synthesize information from the database system and apply strategic planning to address areas requiring improvement
Key skills required for the Program Administrator are above average skills in communicating complex laws/rules to licensees and public
The program administrator must be articulate when addressing staff nurses board members legislators state and federal officials
Administrative and organizational skills are necessary to facilitate principles to improve productivity and customer service
Skill ensuring that staff comprehends necessary changes to maintain the operations of the investigative unit
The skill to conduct a thorough and unbiased investigation and make appropriate recommendations
Advanced leadership and management competencies and critical thinking/decision making
Ability:
Performance improvement by identifying key performance indicators establishing data collection methodology evaluating performance data responding to outcome measurement findings and complying with documentation requirements

Selective Preference(s): |
Minimum:
Bachelors degree in Nursing
Preferred:
Knowledge and experience with substance use and mental health disorders preferred
Experience as an RN for a minimum of 10 years in a variety of healthcare settings
Master Degree in Nursing
