Job Description

Summary

The Human Resources (HR) Director is responsible for developing and executing human resources strategies in support of the organizations overall business plan and strategic direction. The HR Director oversees HR Operations including talent acquisition employee relations performance management compensation compliance and organizational development. The HR Director directly supports the Chief Administrative Officer in all HR initiatives matters and projects.

Duties and Responsibilities

HR Strategy Development:

  • Develop and implement HR strategies aligned with the organizations goals and objectives.
  • Provide strategic leadership by identifying HR needs and recommending solutions to support business growth.

Talent Acquisition and Onboarding:

  • Oversee the recruitment selection and onboarding process to attract and retain top talent.
  • Develop strategies to ensure effective sourcing developing a strong JHA employee brand and enhancing our online presence.
  • Enhance partnership with non-for-profit and for-profit organizations to fill our hiring pools with quality candidates.
  • Work with Staffing agencies as needed to provide additional support and oversight.
  • Develop and maintain recruitment SOPs that include but not limited to an entire employee experience from posting a job to being onboarded to an employee retiring from JHA.

Performance Management:

  • Collaborate with management on designing and managing performance management systems to drive employee development and organizational effectiveness.
  • Keep track of performance trends that impact JHA.
  • Use the performance management data to make decisions from a succession planning standpoint.

Compensation and Benefits Oversight:

  • Manage compensation programs and work closely with the Benefits Office of the City of Jacksonville to ensure the proper administration of benefits.
  • Maintain and oversee JHA existing compensation program and philosophy.

Payroll Management:

  • Oversee payroll processes to ensure accuracy compliance and timeliness.
  • Ensure internal controls are in place for all payroll functions and processing.

Compliance and Risk Management:

  • Ensure compliance with federal state and local employment laws and regulations.
  • Work with Risk Management to ensure alignment on risk mitigation HR strategy and overall mission.

Employee Engagement:

  • Support employee engagement initiatives to promote a positive work environment and enhance employee satisfaction.

HR Operations:

  • Oversee the development implementation and administration of comprehensive HR policies procedures and practices.
  • Manage all aspects of staffing including recruitment placement promotions equal employment and succession planning.
  • Direct the administration of labor relations activities ensuring fair and compliant resolution of grievances appeals and adverse actions.
  • Manage HR metrics and reporting to track the effectiveness of HR programs and initiatives.
  • Maintain the HR dashboard and utilize data to drive and enhance operational decisions.

Advisory and Support Role:

  • Advise executive staff on all HR-related matters providing sound advice and fostering consistent application of HR principles.
  • Serve as a trusted advisor to management on HR-related matters including conflict resolution policy interpretation employee development etc.

All other duties as assigned by the Chief Administrative Officer or designee.

MINIMUM QUALIFICATIONS

Education and Experience

Bachelors degree in a related field (e.g. Human Resources Public Administration Business Administration etc.) SHRM certification and seven or more years of HR experience with progressively higher responsibilities including at least 3 years in a leadership role overseeing all aspects of HR functions. A deep understanding of HR policies procedures and industry best practices is essential. The ideal candidate will possess strong interpersonal analytical and problem-solving skills. Strong verbal and written communication abilities are required emphasizing clarity and conciseness. The candidate must be capable of effectively managing and guiding a team in a dynamic fast-paced environment.

Other:Must be insurable by JHAs insurance and possess a valid drivers license.
