Description:

The Assistant Chief of Emergency Medical Services (EMS) reports directly to the Fire Chief and is responsible for EMS training and education medical drug and supply management and serves as the Chairman of Safety Committee. Program assignments include but are not limited to management of the emergency medical services (EMS) program infectious disease and various project management assignments. The Assistant Chief (EMS) position will serve as an emergency response Chief Officer with responsibility to serve as a fire command officer at emergency scenes.

The position requires considerable independent judgment and professional decision- making along with significant coordination with other internal departments neighboring emergency response agencies the EMS community and the patrons who use our services. This position is instrumental in building and maintaining relationships with individuals and agencies associated with the department both internally and externally.

Supervision Received and Exercised:

The Assistant Chief functions under the supervision and direction of the Fire Chief.

Qualifications:

MINIMUM EXPERIENCE AND QUALIFICATIONS:

  1. Valid CDL drivers license
  2. Nationally Registered Paramedic
  3. Ten (10) years of full-time career firefighting experience with a paid fire department providing ALS service.
  4. Fire Officer I Certification
  5. Fire Instructor I
  6. EMS Instructor with Utah Bureau of Emergency Medical Services or be able to obtain certification within one year of hire.
  7. EMS Training Officer with Utah Bureau of Emergency Medical Services or be able to obtain certification within one year of hire.
  8. Demonstrated experience working effectively with committees program development and leadership
  9. Current Rank of Battalion Chief or higher with 2 years minimum in position

    DESIRABLE EXPERIENCE AND QUALIFICATIONS:

    working with an EMS transport agency

    Officer II

    or Bachelors Degree in a related field

    Physical and Mental Job Requirements:

    To perform the job successfully an individual must be able to perform each of the essential job functions satisfactorily. This position requires the individual to sit and stand for long periods. The individual is frequently required to use the arms hands and fingers to feel or reach. The sensory requirements for this position include vision hearing and touch. The employee in this position must frequently exercise good judgment and work effectively with minimal supervision. This position requires an above-average level of physical conditioning with the ability to frequently lift up to 50 pounds and occasionally lift over 100 pounds. Position requires occasional use of self-contained breathing apparatus.

Responsibilities:

The Assistant Chief functions under the supervision and direction of the Fire Chief.

Essential Duties and Responsibilities

The following describes a majority of the essential duties of this position. This list may be supplemented as necessary.

Assists the Assistant Chief of Operations in the leadership and management of the delivery of EMS and ensures that infectious disease prevention and exposure control are maintained at a high standard. Responds to emergency incidents as necessary.

Responsible for the management and coordination of EMS activities for LCFD including but not limited to budget training certification and licensure infection control supplies and equipment quality improvement process and EMS protocols.

Acts as liaison with other EMS response agencies LCFDs medical director care facilities and medical providers to assist in ensuring appropriate continuity of care.

Provides leadership for the EMS Committee researching new equipment trends and better methods to improve medical care.

Represents LCFD in public relations opportunities; provides education and coordination with care facilities and health care institutions to reduce the frequency of nonemergent responses.

Participates in the leadership of the department as a member of the Executive Management Team.

Participates in strategic planning and takes a leadership role in areas of responsibility to ensure objectives and tasks are in place and actively worked on to advance the vision and mission.

Must be prepared to report/remain at work during major emergencies disasters and some large emergency exercises with little or no notice.

Serves as The Duty Battalion Chief as assigned.

Assists in the planning of special events.

Coordinates and manages the controlled substance program.

Establishes and maintains the LCFDs comprehensive quality management program which includes: surveillance and delivery of confidential provider feedback regarding the quality of EMS care customer service essential clinical performance measures and the quality of patient care documentation. Advocates on behalf of the department to improve system-wide quality services.

Serves as the Departments Infectious Disease Control Officer.

Serves as the Departments Safety Officer and the Chairman of the Safety Committee. Schedules and conducts quarterly meetings tracks accident and injury reports and is the liaison between the Department and Risk Management/Citys Safety Officer.

Performs other duties as assigned.

Work Environment:

Work hours average 40 or more per week and work is performed in a variety of indoor and outdoor environments depending on the nature of the activity. Activities vary widely including office work attending at meetings field and classroom training responses to alarms and driving. Work periods are generally weekdays; however evening and weekend work may be required. Most but not all job activities can be scheduled. Response to emergencies and/or department needs may occur at any time.

Residency Requirements:

This position requires residency within Logan City limits or within 30 miles of Logan City Hall within Cache County Utah.

Knowledge Skills and Abilities:

Use of computers related office equipment and program software; incident command and control strategies; leading and directing others; facilitating group processes and projects working with multiple agencies and priorities working with the public.

Principles and practices of personnel management; principles and techniques of media and public relations; knowledge of department rules regulations values and procedures; working knowledge of incident command and control strategy tactics and procedures; meet LCFD and Utah State training and certification requirements and standards.

Establish effective working relationships with all department members other agencies and the public; counsel employees; prepare written and oral reports; communicate effectively by phone in person or in a group setting; formulate and develop programs to implement department initiatives; develop and facilitate annual goals and objectives; work cooperatively in a teamwork environment with other department members other agencies and the public; work safely without presenting a direct threat to self or others.

Demonstrate an effective application of the Incident Command System LCFD strategy and tactics procedures and resource management for all types of emergency incidents.
