Job Summary

Position Summary

The Aviation Grants Administrator identifies and appropriates grant funding sources to support the development and implementation of the strategic goals for air service and capital development. This includes oversight of the entire grant process including identifying resources matching project needs and leading staff in application reporting and close-out. Managing approximately 50 grants totaling up to $350 million this position demands a methodical and analytical approach to compliance. Strong communication skills are essential for explaining grant rules training staff and serving as a subject-matter expert for all grant-related activities. This position reports to the Director of Capital Finance.

Essential Functions

  • Collaborates with Aviation units to identify and develop strategies that prioritize air service initiatives and capital projects for optimal grant resource utilization.
  • Formulates and submits the five-year Airport Capital Improvement Plan to the FAA based upon the approved airfield capital program.
  • Maintains grant program guidelines tracks grant applications and evaluates results. 
  • Identifies potential grant resources to meet strategic financial and operational needs and determines project eligibility for funding while ensuring compliance with all federal and state requirements.
  • Develops prepares and coordinates applications drawdowns reimbursements monitoring and closeout of all grants including the FAAs Airport Improvement Program (AIP).
  • Provides documentation and facilitates financial and compliance audits from federal state and local agencies.
  • Analyzes legislative and policy impacts and advises Aviation senior staff.
  • Assists with application support requests and serves as the liaison between city departments and grantor agencies (FAA TSA PennDOT).
  • Maintains knowledge of federal and state grant laws and supports Aviation policy and planning work including public engagement and data analysis. 
  • Communicates grant award rules to management and staff and coordinates with other departments to ensure efficient and effective grants processes.
  • Trains new staff in grants management and reporting requirements.

  • Proficient in financial management and reporting including budget development and monitoring.
  • Writes clearly concisely and convincingly for the target audience listens attentively and creates clear presentations.
  • Demonstrate understanding courtesy and tact; maintains effective relationships and is sensitive to diversity.
  • Works independently shows resourcefulness in pursuing grants and maintains performance under pressure.

Qualifications :

Bachelors degree in public administration business administration political science or a related field. An optimal candidate is detail-oriented with strong organizational skills. Aviation industry experience is a plus.

Five or more years of experience in government grant compliance contract management or equivalent administrative leadership role.
