Job Summary

The Global Financial Crime & Fraud Prevention (FCFP) organisation combines related capabilities into a global functionally steered organisation. The purpose is to protect our customers the bank and society against Financial Crime & Fraud through a network of skilled and passionate professionals and a set of advanced solutions and we are making the difference.

Global FCFP is part of ING COO and is a first line of defence organization and supports the standardization of related processes enhanced controls shared tooling and the optimization of operations across all business lines helping us to achieve a more robust Financial Crime Prevention & Fraud environment that will strongly contribute to INGs overall response towards more stringent regulatory requirements in this area and beyond.

Within Global FCFP we are organized around services: Customer Due Diligence Transaction Monitoring Screening Client Tax Services and Fraud Prevention Services. Next to the services there are supporting functions (horizontals) that are critical in enabling the business and maintaining oversight and control.

The Global Head of Client Tax Services is part of the global Financial Crime & Fraud Prevention Management Team and reports hierarchically to the Global Head of Financial Crime & Fraud Prevention.

The scope of the role is global and involves many stakeholders involved from the different countries jurisdictions and related business and support functions. The role includes external stakeholders as well like regulators and peer financial institutions.

Roles and responsibilities

The Global Head of Client Tax Services is responsible for correct filing of Client tax related reporting to Tax authorities across the globe. This responsibility includes (but is not limited to):

  • Execution of the FATCA and CRS Account Reporting obligations as defined in the KYC Policy;

  • US withholding and withholding information account reporting as defined in the USW Policy;

  • Execution of the obligations resulting from the Qualified Intermediary (QI) status of ING;

  • CESOP cross-border transaction reporting as defined in the CESOP Policy.

  • DAC6 cross-border payments reporting;

  • Perform Tax relief at source and/or reclaim of tax for ING owned assets worldwide.

  • Implement global framework and operational execution of new incoming Client Tax related obligations (FASTER DAC7 DAC8 and so on).

To avoid penalties from tax authorities this role takes initiatives to de-risks ING by making it easier to comply with these complex regulatory client tax obligations.

The Head of Client Tax Services is responsible for acting as Expert center on Client Tax obligations delivery of Client Tax reporting services as shared capability expanding the global footprint of these shared capabilities steering on continuous improvement and embedding of the related global processes and controls while overseeing the local execution adhering to the global Client Tax frameworks.

Externally the Head of Client Tax Services performs the statutory roles of FATCA Responsible Officer (RO) and QI Responsible Officer for ING Bank NV. Responsibilities (as mandated by US Treasury Regulations) include:

  • Establishing and maintaining a compliance program consisting of Policies Processes Procedures Systems Controls and Training;

  • Overseeing compliance;

  • Monitoring business changes that can impact compliance;

  • Engaging independent reviewers to perform periodic reviews of compliance;

  • Certifying to the IRS and disclosing material failures and/or events of default;

  • Acting as a contact person towards the IRS and responding to IRS requests for information and notices.

  • The IRS may not only hold ING Bank NV liable for any mistakes but also the responsible officer personal.

In addition the Global Head of Client Tax Services fulfils the role of Global FATCA/CRS coordinator and QI this role functional steering is given to local FATCA/CRS/QI coordinators across all business lines in all countries where ING is present.

  • You have proven profound communication convincing and advisory skills with the ability to work at all levels in the organisation (a track record in project / programme management is advantageous).

  • You have profound knowledge of the AML/KYC domain its key stakeholders and regulations.

  • You are knowledgeable about Client Tax Integrity Risk in particular FACTA / CRS and USW and CESOP regulations

What do we ask from you

  • 10 years relevant work experience in setting up and running large international operational functions with a strong knowledge of Wholesale and Retail Banking products

  • 5 years in Regulatory Operations or Compliance functions with strong preference for AML and Tax Operations experience

  • Experience in running large complex programs and process re-engineering

  • Proven track record in strong controls environment and successful experience of interactions with Regulators

  • Successful experience in driving innovation

  • Proven change management skills

  • Experience of model management

  • Proven profound understanding of data demonstrated digital and technological savviness solid affinity with advanced analytics and artificial intelligence

  • Proven profound communication convincing and advisory skills with the ability to work at all levels in the organization

  • Fluent in English speaking and in writing

  • Willing and able to travel

Sensitive Position

This vacancy is one that is deemed sensitive therefore an extra security clearance is required by Corporate Special Investigations (CSI). Only after a positive CSI clearance the person is allowed to be appointed to this position.
