From October 20 2025 the candidate is required to work onsite 4 days a week and 1 day from home

Must Have:

  • Experience working with the delivery of complex Cloud technology projects
  • Experience managing enterprise solutions with technologies that include IBM Portal WebSphere DataPower OpenShift Cloud Automation Manager Ansible and Oracle Database.
  • 10 years experience in technology project management at least 5 years must include projects that required large technology procurements.
  • Demonstrated experience using the agile / scrum framework to promote best practices and awareness to the project team clients and/or stakeholders.
  • IT Service Management experience with ITIL Foundations certification

Description

Responsibilities:

  • Provides project management on large scale complex high profile and high risk projects for OPS I&IT initiatives. Ensures project deliverables meet clients business requirements on time scope and budget with a focProvide both Business and IT Project Leadership/Management as required
  • Support Shared Utility Service (SUS) in all strategic planning associated with the project and its impact on the partner Ministry Stakeholders political environment technical support environment etc. This includes assisting in preparing communications conducting presentations providing analysis and consulting advice.
  • Define plan and monitor Cloud Acceleration and API Marketplace initiative and multiple sub-projects under these initiative including multiple infrastructure and application sub-projects
  • Oversee systems integration within the SUS Platform and with the external partners
  • Assist / Facilitate / Responsible for development of Integrated Project Plan
  • Ensure that all required activities have been identified and assigned to sub project leads including new initiatives or changes to the initiatives processes procedures or functions
  • Obtain required sign off on all major project-related milestones
  • Manage business and IT project-related risks
  • Identify and rectify project schedule slippages and/or adjust project plan with stakeholders and partners
  • Monitor project and program timelines and deliverables and communicate the status to designated management / stakeholders on a regular basis
  • Resolution of escalated project / Program related issues
  • Monitor the development of architecture deliverables

Experience and Skill Set Requirements

1. Technology Leadership 25%

  • 10 years experience in technology project management at least 5 years must include projects that required large technology procurements.
  • Demonstrated experience gathering and developing requirements in order to create and maintain project schedules and integrated plans.
  • Demonstrated experience using the agile / scrum framework to promote best practices and awareness to the project team clients and/or stakeholders in order to ensure success.
  • Demonstrated experience scheduling and facilitating agile / scrum events including but not limited to backlog management sprint planning daily stand-ups sprint reviews and retrospectives.
  • Demonstrated experience with identifying and defining architectural requirements.
  • Demonstrated experience with change management.
  • Demonstrated experience identifying risks and providing proper mitigation strategies.
  • Demonstrated experience managing the implementation of application infrastructure or migration activities.
  • Experience with Change Management and Release Management as processes supporting the implementation of large enterprise applications.
  • Experience with ITIL processes such as Service Level Management Problem Management Change Management Release Management and Capacity Management.

Technology Experience 25%

  • Demonstrated experience with the design of new enterprise and application layers
  • Ability to define identify and describe information architectural requirements with clients
  • Demonstrated experience with common consistent shareable re-usable and extensible data structures
  • Knowledge of application and infrastructure design
  • 5 years of experience with quality control and assurance methodologies and practices as applied to the implementation of large applications
  • Experience managing enterprise solutions with technologies that include IBM Portal WebSphere DataPower OpenShift Cloud Automation Manager Ansible and Oracle Database.
  • Experience managing enterprise solutions with application Software such as Urban Code Velocity Cognos Informatica and IBM APIC

Vendor Management Experience 25%

  • Demonstrated experience managing large procurements i.e. procurements resulting in multi-year contract durations and total values over $2M
  • Demonstrated experience with the full lifecycle of public procurements including requirements development Request for Bids (RFB) development publishing evaluation contract award and vendor onboarding.
  • Demonstrated experience working with and managing external vendor relationships.
  • Demonstrated experience drafting SOW Work orders and contract negotiations.
  • Demonstrated vendor management experience in OPS / government setting understanding of Procurement practices

Stakeholder Management 25%

  • Demonstrated experience effectively communicating with teams clients various stakeholders and senior Management.
  • Demonstrated experience reporting on progress of deliverables milestones issues and risks to various audiences including steering committees and formal status reporting.
  • Demonstrated experience preparing documentation such as Presentations other technical documentation/deliverables (i.e. technical strategy document option analysis) etc.
  • Experience providing updates and advice to senior management.
  • Experience presenting to executive steering committees responsible for project oversight and decision-making.
