Job Summary

We have an opening for a Metering and Facility Performance Engineering Analyst. You will provide critical technical insight for operational preventive and corrective maintenance activities while overseeing our comprehensive energy and water metering program. You will troubleshoot complex systems develop efficiency reporting and maintain moderately complex status reporting to drive efficiency improvements across our facilities. This position is in the Infrastructure Maintenance Utilities Department (IMUD) and will provide support to the Resilience and Efficiency Office (REO) and may require work at Site 300 in Tracy California.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Oversee and maintain the electric natural gas and water metering program for the entire Livermore campus and Site 300.
  • Gather and analyze energy and water metering data to prepare monthly balance reports that track consumption patterns and identify efficiency opportunities.
  • Develop and implement energy management programs including setting goals creating policies and procedures and overseeing energy-saving initiatives. Stay informed on industry trends regulations and best practices in energy and water management.
  • Acquire working knowledge of internal and external software required for effective data gathering analysis and reporting.
  • Support engineering staff in troubleshooting metering schemes and implementing necessary repairs.
  • Collaborate cross-functionally with facilities staff systems engineers designers contractors and enterprise infrastructure services to implement energy and water conservation solutions.
  • Create and maintain a map of building meters and identify gaps for submetering opportunities.
  • Perform other duties as assigned.

Additional job responsibilities at TSS.3 Level

  • Provide advanced insight to outside contractors to troubleshoot and resolve complex metering schemes.
  • Serve as the technical resource for daily operations and organizational policies and procedures. Research and implement new metering software and hardware as needed.
  • Lead preventive corrective and deferred maintenance on metering related projects.
  • Provide input to Master Equipment List (MEL) and Condition Assessment with IMUD Systems Engineers and Supervisors.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance (requires U.S. Citizenship).
  • Bachelors degree in a relevant technical discipline or equivalent combination of education and experience.
  • Demonstrated ability to gather analyze evaluate and interpret data.
  • Working knowledge of metering schemes maintenance and operation of mechanical utilities systems.
  • Understanding of building systems HVAC lighting and other energy-related technologies.
  • Experience with energy management software and energy management systems with strong computer skills using spreadsheet and word processing software.
  • Experience in an operating facility maintenance project management or construction environment.
  • Problem-solving and decision-making skills to address moderately complex problems.
  • Proficient verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical or operational information and provide advice to management regulators reviewers and personnel of all levels.

Additional qualifications at TSS.3 Level

  • Advanced experience gathering and interpreting metering data (energy savings life cycle analysis project tracking maintenance).
  • Advanced knowledge of complex metering schemes and mechanical utilities operations.
  • Experience conducting energy audits to evaluate facility energy use and identify areas for improvement.
  • Advanced knowledge troubleshooting meter communications to facilitate repairs upgrades and implementation of new technologies.

Qualifications We Desire

  • Certified Energy Manager (CEM) certification or successful completion of coursework and exam to become a CEM or CEM in Training.
  • Experience with Itron MV90xi and Energy Hippo EEM Suites meter data management software.
  • Significant experience with MS Office suite particularly Excel Word PowerPoint and data visualization tools (GIS Python).
  • Project management qualifications including experience with Microsoft Project Primavera or similar software.
  • Knowledge of relevant building codes energy standards and regulations including experience and/or knowledge of DOE metering standards and requirements.
