Job Summary

Roles/Responsibilities:

Key Responsibilities:

  • Lead Digital Transformation: Spearhead and significantly contribute to large-scale digital transformation initiatives identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.
  • Business Process Reengineering (BPR): Conduct comprehensive analysis of current-state business processes identify inefficiencies bottlenecks and pain points and design optimized streamlined future-state processes. Lead efforts to implement reengineered processes ensuring smooth transitions and measurable improvements in efficiency cost-effectiveness and service quality.
  • Strategic Business Modeling: Develop and maintain robust business architecture artifacts including current and future state business process models (using BPMN) data models capability models value streams and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.
  • Stakeholder Engagement & Requirements Definition: Collaborate extensively with senior leadership business units IT teams and external partners to elicit analyze and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.
  • Bridge Business & IT: Act as a critical liaison ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.

Mandatory Skills:

  1. 8 years experience: Progressive experience in a Business Architect role or similar strategic capacity with a strong emphasis on enterprise-level initiatives.
  2. 8 years experience: Proven track record of successfully leading or significantly contributing to multiple large-scale digital transformation and business process reengineering projects. Demonstrated ability to drive measurable improvements in operational efficiency and ser
  3. 8 years experience: Demonstrable expertise with MITA (Medicaid Information Technology Architecture) including practical application in complex system environments. Experience with MITA State Self-Assessments (SS-A) is highly desirable.
  4. 8 years experience: Exceptional business modeling skills with expert proficiency in methodologies and tools such as Business Process Model and Notation (BPMN) Unified Modeling Language (UML) ArchiMate and strong understanding of enterprise architecture frameworks.
  5. 8 years experience: Superior analytical problem-solving and critical thinking abilities with a strong capacity to dissect complex issues and formulate pragmatic solutions.
  6. 8 years experience: Excellent written and verbal communication presentation and interpersonal skills with the ability to articulate complex concepts clearly and persuasively to both technical and non-technical stakeholders at all levels.
  7. 8 years experience: Strong negotiation facilitation and conflict resolution skills.
  8. 8 years experience: Bachelors degree in Business Administration Information Technology Computer Science or a related field. Masters degree preferred.
  9. 8 years experience: Demonstrated ability to work successfully with technical and non-technical groups on complex business problems analyzing and evaluating current business methods and procedures for improvements including exhibiting strong oral and written communications

Desirable Skills:

  1. 8 years experience: Strong preference for direct hands-on experience with Health and Human Services (HHS) integrated eligibility systems (e.g. Medicaid SNAP TANF CHIP). This includes a deep understanding of federal regulations state-specific policy nuances
  2. 8 years experience working within a government or public sector environment.
  3. 8 years experience: Relevant certifications such as Certified Business Analysis Professional (CBAP) TOGAF BPMN Lean Six Sigma Green or Black Belt.
  4. 8 years experience: Familiarity with Agile and Scaled Agile Framework (SAFe) methodologies.
  5. 3 years proven experience interpreting and applying policy within an integrated eligibility case management system.
  6. 3 years experience: Working knowledge of eligibility rules for SNAP Medicaid and TANF programs with experience interpreting and applying state and federal guidelines.
