Job Description

The New York City Department of Citywide Administrative Services (DCAS) Human Resources Unit is seeking an experienced highly motivated and results-driven professional to serve as the Director of Employee Relations within the Administration Line of Service. Reporting directly to the Deputy Commissioner of Administration the Director of Employee Relations will lead key workforce initiatives to ensure operational goals align with the agencys mission and values.

The Director of Employee Relations will oversee a broad range of employee relations functions including performance management wellness programming talent development and retention succession planning and workforce development. The Director will play a key advisory role working collaboratively with leadership and staff at all levels to promote a high-performing inclusive and supportive work environment. They will work closely with all levels of management to execute strategies that will optimize the performance and efficiency of each line of service. The Director of Employee Relations will also be tasked with overseeing succession planning for the agency and preparing comprehensive analysis of the agencys rate of attrition while recommending ways to retain high performing employees.

The duties of the Director of Employee Relations will include but are not limited to:
-Develop and lead agency-wide employee relations programs including leadership development talent management performance management wellness programing and organizational development.
-Provide individualized guidance to employees on career development performance improvement learning opportunities and other HR related issues.
-Collaborate with Human Resources team to develop processes and programs that foster employee engagement and support professional growth across all levels.
-Support the agencys long-term workforce planning efforts including oversight of the Agency Succession Planning Toolkit.
-Analyze and manage agency vacancy data to identify trends and support organizational planning.
- Act as a trusted advisor to both new hires and existing employees fostering professional development and engagement.
- Lead the CareerWise New York High School Apprenticeship Program overseeing recruitment onboarding and program coordination for student apprentices.
-Coordinate the Summer Youth Employment Program (SYEP) by managing intern placements across lines of service (LOS) ensuring a productive and enriching experience for youth participants.
-Administer retiree health benefits as the Retirement Health Benefits Coordinator processing enrollments and addressing retiree inquiries in a timely manner.
-Serve as Financial Disclosure Administrator ensuring agency-wide compliance with NYC Conflicts of Interest Board (COIB) regulations for all required filers.
-Coordinate the Substantial Policy Discretion (SPD) process identifying and maintaining records of all designated agency policymakers in accordance with COIB policy.
-Act as liaison for MCNY EPIC Program tracking staff attendance and providing administrative support to facilitate employee participation.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
