The position is designated Statutory Exempt and is exempt from the State Human Resources Act

This position may be eligible for hybrid remote work in accordance with state policy and the agencys remote work program but does require weekly onsite work

Are you a strategic thinker with a passion for public service and procurement The NC Department of Information Technology (NCDIT) is seeking a dynamic and detail-oriented Administrative Officer II to join our Department of Public Safety (DPS) and Department of Adult Correction (DAC) this pivotal role the individual is responsible for managing the full lifecycle of contracts ensuring compliance with state procurement policies entering procurements and processing invoices in a timely and accurate manner.

Duties include but are not limited to:

  • Manage and monitor contracts from initiation through closeout ensuring compliance with state policies and deadlines

  • Enter and track procurement requests in the North Carolina Financial System (NCFS) or other state-approved platforms

  • Review verify and process vendor invoices for payment resolving discrepancies as needed

  • Maintain accurate records of contracts procurement activities and financial transactions

  • Serve as a liaison between program staff vendors and the Division of Purchase & Contract

  • Interpret and apply state procurement and financial policies and procedures

  • Assist in budget tracking and reporting related to contracted services and purchases

  • Provide administrative support for audits reviews and internal controls

  • Train or guide staff on procurement and invoice processing procedures

  • Recommend improvements to administrative processes to enhance efficiency and compliance

About the Division

DAC is one of the largest state agencies with more than 19000 employees. It is responsible for safeguarding and preserving the lives and property of its citizens through prevention protection and preparation as well as the care custody and supervision of all adults sentenced after conviction for violating North Carolina laws. This department encompasses state prisons with custody healthcare and facility operations staff as well as the Community Supervision division. Other divisions include Administration Compliance & Accreditation Comprehensive Health Services Internal Affairs & Intelligence Operations Post-Release Supervision & Parole Commission and Rehabilitation & Reentry.

The mission of DPS is to safeguard and preserve the lives and property of North Carolinas residents through prevention protection and preparedness. DPS is comprised of approximately 3000 permanent positions and nearly 13000 NC National Guard soldiers and airmen. DPS employees help to ensure North Carolina is a safe place to live work and visit through effective law enforcement juvenile justice programs emergency response and recovery and homeland security preparedness.

Knowledge Skills and Abilities / Competencies

The following Management Preferences are not required but applicants that possess these skills are preferred:

  • Experience using procurement systems such as NC eProcurement and NCFS to manage contracts enter requisitions and track purchases
  • Experience preparing and managing budget documents tracking expenditures and reconciling financial data related to contracts and vendor payments
  • Experience coordinating office workflows managing documentation and supporting compliance with state administrative procedures

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and three years of experience in personnel budgeting research or administrative management;ORan equivalent combination of education and experience

HYBRID/FLEXIBLE WORK SCHEDULES:
