Job Description
Deliverables:
Ensure project deliverables meet business requirements on time within scope and budget in alignment with OPS project management methodologies and frameworks.
Lead organizational development strategy development business planning and ministry funding requests.
Develop and manage detailed project schedules integrated plans and complex budgets across multiple funding channels and ministries.
Oversee fiscal management including cost estimates forecasting reconciliation and financial reporting.
Define team roles set expectations and manage resources across OPS staff and fee-for-service consultants; resolve conflicts and promote knowledge sharing.
Prepare and maintain key project artefacts (Charter Integrated Project Management Plan change requests close-out reports) and conduct schedule/variance analysis.
Monitor progress track critical path activities and provide regular status and progress reports to executives and stakeholders.
Identify assess and mitigate project risks and issues escalating and recommending strategies to senior leadership as needed.
Establish governance structures and participate in executive steering and working groups ensuring effective stakeholder engagement.
Lead change management and business transformation activities including adoption plans resistance management and knowledge transfer.
Promote OPS I&IT standards best practices and unified project methodologies to ensure system quality and effective use of resources.
Requirements
Experience and Skill Set Requirements
Public Sector Experience:
5 years of knowledge and experience working with federal/provincial/broader public sector healthcare related projects
Knowledge of industry standard such as Project Management Institute (PMI) and Public Sector I&IT project management methodologies.
Knowledge and understanding of Ministry policy and IT project approval processes and requirements
Experience adopting and adhering to Public Sector Unified I&IT Project Methodology Public Sector Enterprise Architecture and Public Sector Gating process and Public Sector Standard Systems Development Methodologies
Experience with large complex IT Health-related projects
Demonstrated experience with GO-ITS Digital Health standards and internal branch standards
Core Skills:
5 years of experience in the following:
Demonstrated alignment with the Ontario Digital Service Standard ensuring delivery practices reflect user-centered design accessibility privacy and security principles.
Proven experience leading and planning complex mission-critical business transformation and IT health-related initiatives including the design development and implementation of solutions while managing large cross-functional teams enterprise-wide engagement and vendor partnerships to ensure effective collaboration across ministries vendors and stakeholders
Driving agile delivery with product-focused teams; collaborating with business analysts and system designers to define scope translate business requirements into functional specifications and ensure alignment with operational/IT needs.
Managing cross-functional teams of business analysts designers and developers; establishing working groups and stakeholder forums to support project delivery.
Gathering and refining requirements developing detailed schedules timelines resource plans and integrated project plans.
Applying business process transformation and re-engineering to improve service delivery through cost-effective approaches.
Identifying prioritizing and articulating risks and issues at senior executive levels; developing and recommending mitigation strategies.
Proactively managing conflicts related to resources schedules costs and deliverables ensuring commitments are met within scope budget and timelines.
Anticipating and resolving problems to maintain quality standards and stakeholder expectations.
Preparing and maintaining comprehensive project documentation dashboards reports and presentations including recommendations implementation plans strategies and change-management options.
Developing training and communications materials to support large system implementations and adoption readiness ensuring compliance with GO-ITS and Digital Health standards.
Providing program and portfolio reporting to multiple stakeholders and presenting progress updates through written and oral reports.
Using strategies to overcome resistance to change and leverage forces supporting change throughout the project lifecycle (concept planning implementation close-out).
Building positive stakeholder relationships by understanding business and deliverable needs and by developing frameworks processes and mechanisms to support project execution.

Demonstrated experience effectively communicating with teams, IT partners, Ministry clients, various stakeholders, and senior management. Demonstrated experience in providing Management, Senior Leadership and Executive level updates and briefings on project risks, issues, decision points and status updates. Demonstrated experience preparing documentation such as presentations, other technical documentation/deliverables (i.e., technical strategy document, option analysis)
Education
10+ years demonstrated experience in leading technical implementations Demonstrated experience working with and managing external vendor relationships. Demonstrated experience effectively communicating with teams, IT partners, Ministry clients, various stakeholders, and senior management.
