Position Summary: The Chief of Teaching Learning and Leading ensures that every student in Haverhill Public Schools achieves meaningful and measurable successfrom early literacy through high school graduation and beyond. This vision is grounded in innovation student engagement and high expectations for all learners. It focuses on developing strong readers by Grade 3 ensuring college and career readiness and supporting the growth of the whole child. Through data-driven decision-making coherent curriculum and instruction and high-quality professional learning the Chief fosters a culture of excellence where teaching is innovative learning is engaging and outcomes for all students continually improve.
Essential Job Duties (not limited to):
- Serves as a key district leader in curriculum instruction and assessment fostering alignment of district resources with school needs to ensure effective teaching and learning in every classroom.
- Leads the development and implementation of a district-wide instructional plan that promotes high-quality instruction continuous improvement of practice and equitable outcomes for all students.
- Exercises independent judgment and initiative in planning supervising and executing departmental services to meet district needs managing multiple complex projects concurrently.
- Provides leadership and oversight of preK12 curriculum instruction assessment and professional development to ensure system-wide coherence alignment with state standards and attention to the needs of the whole child.
- Works closely with underperforming schools on school improvement and turnaround efforts providing targeted support coaching and accountability to accelerate student achievement.
- Leads curriculum review piloting selection and implementation in partnership with a team of engaged educators committed to continuously improving student outcomes.
- Develops and manages the curriculum and instruction budget including textbooks instructional materials and professional development across preK12.
- Supports and supervises curriculum supervisors instructional coaches and related staff through an open-door philosophy and regularly scheduled meetings with principals department heads and district subcommittees.
- Coordinates districtwide professional learning in collaboration with the central leadership team ensuring that all staff receive high-quality training and resources aligned to instructional priorities.
- Oversees the development and implementation of assessment protocols and tools for all subject areas; analyzes and disseminates data related to MCAS and other assessments to inform instruction and improvement planning.
- Oversees the development and management of grants that support consistent implementation of curriculum and instruction initiatives across the district.
- Designs and facilitates leadership development opportunities for administrators emphasizing culturally responsive teaching and respect for human differences.
- Promotes communication and collaboration within the district and with the community regarding goals programs and initiatives in curriculum instruction assessment and professional development.
- Provides leadership and technical assistance to schools to strengthen instructional practices and improve student performance.
- Contributes to the Superintendents Central Administration Team by supporting strategic planning systemwide policy development and implementation of district improvement initiatives.
- Conducts special projects represents the district at conferences and community events and performs related duties as assigned by the Assistant Superintendent or Superintendent.
- Oversees personnel functions for direct reports including hiring evaluation and professional growth.
- Engages in continuous professional learning through conferences professional organizations and educational research to ensure district practices reflect current evidence-based strategies.
Knowledge Ability and Skill:
Knowledge:
- Strong understanding of public-school administration with experience leading school turnaround efforts and supporting improvement in underperforming schools.
- Knowledge of strategies to set and maintain high expectations for both staff and students.
- Experienced in leading large-scale curriculum implementation and alignment across grades and subjects.
- Skilled in supervising mentoring and developing teachers instructional coaches and school leaders to promote continuous professional growth.

Qualifications:
Education Training and Experience:
- Masters degree/ Doctorate degree (Ed.D.) in Teaching Curriculum and Learning Environments.
- Experience in urban education.
- 10 to 15 years of progressively responsible experience in public school administration and management including curriculum and standards.
- Preferred experience shall include teaching experience plus five or more years of successful leadership experience at the school and/or district level as a Principal Department Head or Director; or any equivalent combination of education training and experience which provides the required knowledge ability and skills.
- Massachusetts Department of Elementary and Secondary Education Licensure as a Principal Director or Superintendent/Assistant Superintendent.
