General Description / Primary Purpose

The Director of Emergency Management leads the Universitys comprehensive emergency preparedness and response program. This role is responsible for planning training prevention protection mitigation response and recovery efforts. Reporting to the Associate Vice President of Administration & Finance the Director ensures institutional readiness through strategic coordination policy development and interagency collaboration.

Job Functions

Program Leadership & Planning

- Manage and continuously improve the Universitys emergency management program.

- Develop and evaluate institutional and departmental emergency plans and procedures.

- Recommend and assess emergency systems including monitoring tools notification platforms and software solutions.

- Coordinate and deliver emergency response training and exercises for designated personnel.

- Document and evaluate exercises and incident responses; implement corrective actions based on findings.

- Serve as Emergency Operations Center (EOC) Director or Incident Commander when activated.

- Participate in emergency and crisis management teams and committees.

- Collaborate with State University System (SUS) institutions and external agencies to align emergency preparedness efforts.

Policy & Program Development

- Provide input and leadership in the development of University-wide emergency management policies and procedures.

- Direct the delivery of emergency and crisis management operations across campus.

Communication & Engagement

- Maintain high levels of internal and external contact including regular engagement with vice presidents directors and department heads.

- Represent the University in interactions with local and state emergency management agencies.

Marginal Functions

- Perform other related duties as assigned.

Supervisory Responsibilities

- Operates with broad discretion and autonomy.

- Receives general supervision through periodic meetings reports and ad-hoc instructions.

- May supervise staff or student workers during emergency operations or preparedness activities.

Confidential Data Responsibility

- Must adhere to all SUS and UNF policies regarding the handling and disclosure of confidential information.

Required Qualifications

Masters and 6 years of relevant experience or Bachelors degree and 8 years of relevant experience. Or an equivalent combination of education and experience pursuant to Fla. Stat. 112.219.

Department Requirements:

The minimum qualifications for this position include holding NIMS/ICS certifications specifically ICS-100 ICS-200 ICS-300 ICS-700 and ICS-800. Candidates must possess an in-depth knowledge of the Incident Command System (ICS) and have at least seven years of progressively responsible experience in Emergency Management within a public agency or university setting

Preferred qualifications for this position include having experience as a university Emergency Management director or in a comparable leadership role. Candidates should also have over ten years of emergency management-related experience which includes serving in a supervisory addition holding professional certifications such as Certified Emergency Manager (CEM) Associate Emergency Manager (AEM) or similar credentials is highly desirable.

The holder of this position is designated as a Responsible Employee pursuant to their role under Title IX. As such any person in this position must report to the University Police Department a crime or an incident that might be a crime that he/she becomes aware of. This position has a reporting requirement because the University believes that responsibility for students campus activities and/or campus security will make the holder of this position someone members of the University community will see as an authority figure and someone to whom they can seek help. A CSA is not expected to investigate or determine whether a criminal incident actually took place. A CSA s responsibility is a duty to report.
