Job Description

Job Summary/Basic Function:

The Project Manager is the person who has overall responsibility for the successful initiation planning design execution monitoring controlling and closure of a project. They ensure that projects follow OIT project processes and project management framework.

Project Manager 1 - This position is responsible for administering the project management lifecycle for small to medium sized projects including software implementations and upgrades integrations IT operations and process improvement.

Project Manager 2 This position is responsible for facilitating managing and successfully implementing large to enterprise projects. This position has overall responsibility for the successful initiation planning design execution monitoring controlling and closure of a project.

Department Overview:

The Office of Information Technology is advertising an open level role for the position of Project Manager level 1 or level 2.

Candidate must reside in the state of Idaho or be willing to relocate to Idaho to be considered for this position.

Level Scope:

Project Manager 1 - Fully competent and productive professional contributor who applies acquired job skills policies and procedures to complete substantive assignments/projects/tasks of moderate scope and complexity. Works independently with general supervision; exercises judgment within defined guidelines and practices to determine appropriate action. May provide guidance and assistance to entry level professionals and/or support employees.

Project Manager 2-Recognized subject matter expert who knows how to apply theory and put it into practice with in-depth understanding of the professional field with limited oversight from managers. Independently performs the full range of responsibilities within the function; requires deep job knowledge of area typically obtained through higher education combined with experience. Manages large projects or processes and problems faced are difficult and often complex; analyzes problems/issues of diverse scope and determines solutions. May manage programs that include formulating strategies and administering policies processes and resources; functions with a high degree of autonomy. Influences others regarding policies practices and procedures.

Essential Functions:

Project Manager 1 will:

  • Align projects around the product vision and strategic plan of the University.
  • Elicit requirements and document future state process and functionality leveraging available tools and features. Translate needs into required specifications. Collaborate with development resources and project stakeholders to refine requirements.
  • Maintain project schedule incorporating regular updates from each functional team involved.
  • Draft update and maintain project documentation to meet project timelines and provide clear direction to developers.
  • Explain the project or future state process and outcomes to stakeholders and sponsors to ensure buy-in confidence in and viability of developed solutions.
  • Execute quality assurance testing of projects to validate data and functionality.
  • Identify resource requirements and facilitate staff assignments with input from department leadership.
  • Regularly inform stakeholders and leadership of development priorities and directions.
  • Identify and mitigate risks issues and change processes and work with leadership to take corrective action if necessary.
  • Design user acceptance test plans and test cases.
  • Assist with communication plans.
  • Create cutover checklists for project deployment.
  • Perform other duties as assigned.

Project Manager 2 will in addition the above functions:

  • Work with single or groups of stakeholders to understand current processes and gather new requirements using a variety of techniques such as brainstorming sessions story mapping prioritizing and structured process walk-through sessions.
  • Research vendors software products existing/comparable policy and/or viable process options to determine best solution fits based on business requirements and alignment with University architecture.
  • Develop the critical path schedule which shows the sequence of events compatible with work breakdown structure.
  • Identify and clarify requirements using basic conceptual and logical process/data modeling techniques such as business process flow charts data flows or workflows.
  • Document overall design and architecture of physical and virtual systems.
  • Demonstrate familiarity from the end-user perspective with processes user interfaces policies administrative and security aspects of the developed solution.
  • Identify specific steps of a process that issues occur in and can describe the business need or requirement that describes how the issue may be resolved.
  • Provide support to training staff.
  • Assist in monitoring costs and analyzing data.
  • Perform other duties as assigned.

Knowledge Skills Abilities:

  • Excellent communications skills (oral and written) interpersonal and organizational skills.
  • Ability to elicit requirements from stakeholders.
  • Ability to present and explain complex technical topics and solutions clearly and effectively to users with varying technical backgrounds.
  • Ability to anticipate impacts of requests and usage and provide appropriate communication to impacted parties.
  • Solid understanding of project management principles and governance. Demonstrated project management skills and relevant certification or training.
  • Ability to work collaboratively with others.
  • Excellent time management skills.

In addition to the above Project Manager 2 demonstrates:

  • Knowledge and understanding of ERP concepts and functions.
  • Knowledge and/or experience in business process design and reengineering.
  • Knowledge and/or experience in evaluation of software to meet business needs.
  • Advanced analytical and troubleshooting skills with complex technical subjects and tasks.
  • Experience working with both functional and technical users to define business needs.
  • Solid understanding of software development life cycle.
  • Knowledge of SQL.
  • Experience with integration projects data management and/or Oracle applications.

MinimumQualifications:

Project Manager 1 -Bachelors degree or equivalent plus 2 years relevant professional experience.

Project Manager 2 -Bachelors degree or equivalent plus 5 years relevant professional experience.

Preferred Qualifications:

  • Professional certification in project management or related field.
  • Experience in a higher education or government organization.

Salary and Benefits:

Starting salary for Project Manager 1 is $60673.60 annually and is commensurate with experience and level hired.

Starting salary for Project Manager 2 is $73548.80 annually and is commensurate with experience and level hired.
