INTRODUCTION
The Vice President for Budget and Finance/CFO serves as the Presidents chief budget and finance executive and advisor for the leadership planning direction and overall coordination of budgetary and financial programs for the University of Hawaii. The position provides executive leadership for the University system in areas of budgeting and financial management including accounting asset management bond system operations debt management disbursing and payroll treasury real estate development procurement management and government relations.
The primary responsibility of the Vice President is to serve as the organizations chief financial officer by ensuring that all aspects and elements of the Universitys financial budgeting accounting and fiscal operations support the delivery of quality education and the vision and mission of the University System the President of the University and its Board of Regents. The position works directly with all members of the Presidents senior leadership team including vice presidents chancellors and campus chief administrative officers in planning strategizing and setting the vision and direction for the University system with regard to budgetary and financial strategy.
DUTIES AND RESPONSIBILITIES
Provides executive leadership in collaboratively setting the budgetary and financial goals objectives and strategic plans for the University system. Works with University senior system executives in setting priorities and developing strategies and long-range plans to align with the strategic institutional goals advance the institutional agenda and ensure a solid financial position for the University. Exercises seasoned judgment in determining the means methods and resources necessary to achieve system goals and objectives. Synthesizes the University systems financial condition analyzes and evaluates key trends metrics and ratios and identifies issues and proposes alternative solutions.
Provides leadership in developing implementing and assessing the financial condition of the University with emphasis on enhancing revenue support and long-term and short term strategic planning. Ensures proper infrastructure support and sound fiscal and financial conditions of the entire University system through the development of strategic plans sound policies and practices effective reporting requirements and regular compliance reviews. Fosters data-driven decision making between and among system offices and campuses to enhance the strategic budgeting and financing of the University and support the institutional goals and objectives.
Serves as the Universitys Chief Procurement Officer responsible for overseeing and managing the procurement of goods services and construction in accordance with legal requirements and Board policies. Responsible for developing internal policies and procedures for procurement that comply with HRS Chapter 304A-105.
Builds and manages a strong high performing financial management team. Leads and directs subordinate administrators and managers who support system wide budgetary and financial management functions including budget financial and fiscal operations (accounting property and fund management disbursing and payroll) bond system operations treasury real estate development procurement management and government relations.
Represents the President and the University with regards to system wide budgetary and financial management matters in negotiation and working with federal state and other government representatives; at meetings with Board of Regents executives administrators faculty and staff; and with other municipal community and private organizations.
Under the direction of the President prepares and presents the Universitys biennium and supplemental budget requests to the Board of Regents the governor the Department of Budget and Finance and others. Prepares and presents legislative testimony regarding issues affecting the Universitys budget and finances.
Performs other related duties as may be assigned.
MINIMUM QUALIFICATIONS
Masters degree in business administration from an accredited four (4) year college or university or equivalent combination of education training and/or experience.
Ten (10) years of progressively responsible senior-level professional administrative and managerial experience in business public administration finance or related field in a large complex multi-faceted organization or equivalent combination of education training and experience.
Extensive knowledge of the principles and practices of public administration finance accounting auditing and financial reporting and budgeting.
Knowledge of information technology capabilities and developments applicable to effective budgetary and financial systems used to support long-term financial planning.
Knowledge of organization and resource management.
Ability to lead plan organize and direct a large complex and diverse support organization and implement effective innovative changes to strengthen financial position and efficiencies.
Ability to establish and maintain effective working relationships with administrators faculty staff legislators state and federal officials and the general public.
Ability to communicate effectively with internal and external constituencies and represent the University favorably with constituents.
DESIRABLE QUALIFICATIONS
Professional certification in accounting such as certified public accountant.
Experience as a senior level administrator of a large complex post-secondary higher educational institution or government entity.
Extensive familiarity of Hawaii government practices of budget execution and administration finance and appropriations of funds.
Knowledge of state and University of Hawaii system and its budget and financial infrastructure and policies.
Demonstrated ability to work effectively in an administrative organization built around a fluid team approach to management.
