Job Summary

Position Description

Seattle Public Utilities (SPU) has a Temporary or Out-of-Class (OOC) opportunity for a professional to join the Source Control and Pollution Prevention Division as an OOC Senior Planning and Development Specialist. This position is responsible for engagement work and community outreach on stormwater related issues including but not limited to SPUs RainWise and Salmon Stewards programs.

This Temporary (external)/OOC (internal) opportunity is expected to begin in December 2025 and will lastapproximately 9-10months.This opportunity is open to all qualified candidate. External candidates are initially non-benefited and will receive premium pay in lieu of benefits.

Job Responsibilities

Primary Job Responsibilities for Temp/OOC Stormwater Engagement Planning Specialist:

  • Develop and implement an engagement plan to increase uptake of actions by residents that help manage stormwater runoff such as rain gardens and side sewer lining
  • Help residents understand their eligibility for installations
  • Develop community relationships to encourage program participation
  • Participate in community events to promote program(s)
  • Support continuous evaluation and adaptive management
  • Provide maintenance reminders to residents with existing RainWise installations
  • Work in partnership with the Seattle Parks Department and community partners to plan for the fall 2026 Salmon Stewards program
  • Develop engagement materials around stormwater issues

Qualifications

Experience: Three (3) years of experience in planning and research related to land use urban economics human services environmental issues conservation or other work directly related to City planning and development activities


Education:Bachelors degree in Planning Urban Design Environmental Studies Public Administration or a related field

*If no degree two (2) additional years of qualifying experience is required

Combinations of appropriate education training certification and experience(s) will be evaluated on an individual basis for comparability.

Desired Qualifications:

  • Working knowledge and understanding of rain gardens and cisterns for stormwater capture
  • Experience developing and implementing community outreach and engagement plans
  • Ability to communicate and effectively build community relationships serving a diverse customer base

The full salary range for this position is $54.28 per hour - $63.26 per hour. *Temporary employeesbegin at Step 1 of the pay progression at $54.28 per hour.

Workplace Environment/Expectation:This position allows for the flexibility of a hybrid work schedule. City employees will have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
