THISIS A NEWPROMOTIONAL ASSEMBLED EXAMINATION.The eligiblelist resulting from this examination will cancel any existing list and may last approximatelyone year but canbe extended. DESCRIPTION

THE AGENCY

Alameda County General Services Agency (GSA) delivers a hostof logistical support services to County agencies and partners frommaintenance of facilities and County fleet to energy and environmentalmanagement services capital project management procurement services andclean commute and recycling programs. THE POSITION
Under general supervision develops implements manages coordinates and evaluates the Safety and Emergency Preparedness programs for the Alameda County General Services Agency (GSA); develops related policies and procedures; monitors and ensures compliance with federal state and local laws codes policies and regulations pertaining to safety and emergency preparedness; ensures the safety of employees and county-owned facilities; manages the Emergency Operations Center (EOC) Logistics Section Continuity of Operations Plan (COOP) Local Hazardous Mitigation Plan Updates Emergency Operations and GSA Safety Program; and performs other related duties as required.

MINIMUM QUALIFICATIONS



KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:
  • Safety and emergency services administration program development and evaluation.
  • Principles practices and procedures of occupational safety audits risk assessment and hierarchy of controls.
  • Principles practices and procedures of emergency preparedness response and recovery.

  • Applicable local state and federal laws and regulations related to emergency preparedness and safety.
  • Federal Emergency Management Agencys National Incident Management System the Incident Command System and the State Emergency Management System.

  • Principles and techniques of training education and public speaking.
  • Organizational administrative and management principles and practices and supervisory techniques necessary to plan organize direct manage and evaluate staff and functions of an emergency preparedness recovery and response operation.

  • Public relations and marketing strategies.
  • Technology trends and techniques in the areas of emergency and disaster preparedness response relief and recovery.
  • Strategies for major disaster and/or emergency preparation and planning.
  • Information dissemination techniques and methods.

  • Interpret and enforce administrative/operational policies practices and procedures.

    EXAMINATION COMPONENTS

    The examination will consist of the following steps:

    1. A review of the applicants application and supplemental questionnaires to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
    2. Anoral examination which will be weighted as 100% of the candidates final examination score. The oral examination may contain situational exercises.

    CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACH PORTION OF THIS EXAMINATION.
