Job Description

The Contingent Worker Program Manager is responsible for the strategic and operational management of the organizations contingent worker program. This role serves as the internal escalation point for compliance provides expert guidance on the optimal procurement of non-employee resources and ensures robust vendor governance and risk management. The Program Manager will monitor program performance oversee compliance and partner daily with our managed services provider to resolve issues and drive continuous improvement.

Key Responsibilities

  • Internal Escalation & Compliance Management
    • Act as the primary internal escalation point for all matters related to contingent workforce compliance.
    • Provide guidance and best practices to business stakeholders on the compliant and optimal procurement of non-employee resources.
    • Interpret and communicate policy requirements regulatory changes and audit findings to internal teams.

  • Vendor Governance & Risk Management
    • Lead vendor governance activities including performance reviews contract compliance and relationship management with staffing partners and managed service providers.
    • Identify assess and mitigate vendor-related risks ensuring alignment with enterprise risk management frameworks.
    • Oversee the implementation of corrective action plans and monitor remediation progress.

  • Program Monitoring Reporting & Compliance
    • Develop and maintain program dashboards KPIs and regular reporting to track program health compliance and spend.
    • Conduct periodic audits and reviews to ensure adherence to policies procedures and regulatory requirements.
    • Prepare and present program updates and risk assessments to senior leadership.

  • Daily Interaction with managed service provider
    • Serve as the primary point of contact for managed service provider managing daily operational issues escalations and process improvements.
    • Collaborate with managed service provider to resolve assignment onboarding compliance and invoicing issues in a timely manner.
    • Participate in regular governance meetings and drive accountability for service delivery.

  • Vendor Risk Management
    • Oversee the risk assessment process for new and existing vendors including background checks due diligence and ongoing monitoring.
    • Ensure all vendors meet contractual legal and regulatory obligations related to contingent workforce engagement.
    • Partner with procurement legal and compliance teams to address emerging risks and implement best practices.

Qualifications & Experience

  • Bachelors degree in Business Administration Human Resources Supply Chain or related relevant industry experience
  • 5 years of experience managing contingent workforce programs vendor management or procurement in a large complex organization.
  • Demonstrated expertise in compliance management vendor governance and risk mitigation within a contingent workforce or MSP environment.
  • Strong knowledge of employment law contingent labor regulations and procurement best practices.
  • Experience working with managed service providers (MSP) vendor management systems (VMS) such as Fieldglass and staffing agencies.
  • Proven ability to analyze data develop actionable insights and present to executive collaborators.
  • Excellent communication negotiation and relationship management skills.
  • Ability to work cross-functionally and influence without direct authority.

Preferred Certifications

  • Certified Contingent Workforce Professional (CCWP) or similar industry certification.
  • Certified Supplier Management Professional (CSMP) or equivalent.

Salary range is expected to be between

$86250.00 CAD - $155250.00 CAD
