Job Duties

Central State Hospital (CSH) is a 277 bed Joint Commission accredited psychiatric inpatient facility located in Petersburg Virginia. CSH has proudly been serving citizens of the Commonwealth since 1870 when we opened our doors as the first psychiatric hospital in the country dedicated to the treatment of African Americans. A new and modern CSH is currently under construction on the same property with a scheduled completion date of 2027.

CSH maintains the only maximum-security treatment facility in the state (111 beds). We also have 166 beds available for individuals in the community who need inpatient care as well as individuals in the criminal justice system. We believe that treatment should be holistic and focused on the persons individual needs recognizing that recovery is not linear or the same for every person. Treatment modalities may include medication evidence-based group and individual therapy peer support psychosocial rehabilitation vocational training preparation for court and treatment for substance use.

Central State Hospital is seeking an experienced Human Resources professional to join our team as a Benefits Manager. This position is responsible for providing advanced HR support consultation and leadership in all areas of employee benefits including health and retirement programs workers compensation FMLA ADA accommodations short-term disability parental leave and return-to-work programs. The Benefits Manager will supervise and guide subordinate staff ensuring quality customer service compliance with policies and regulations and timely processing of all benefits-related actions. Additional responsibilities include overseeing new employee orientation coordinating annual benefits and service award programs updating and educating staff on HR policies and fostering a supportive respectful and team-oriented work environment. The ideal candidate will possess strong technical knowledge of benefits administration excellent communication and supervisory skills and the ability to balance complex regulatory requirements with employee-focused service delivery.

Knowledge Skills and Abilities Required to Successfully Perform the Job:

- Considerable knowledge of HR laws rules regulations policies and procedures associated with State and Federal health care programs.
- Working knowledge of COBRA automated system (Cardinal VNAV EZ Link KRONOS)
- Demonstrated ability to communicate effectively orally and in writing.
- Ability to communicate and work independently with third party insurance carriers.
- Actively participates in providing consultative quality services to internal and external customers as a member of the HR Team.
- Ability to pay close attention to detail plan and prioritize work assignments and work independently with minimum supervision.
- Considerable skill in the use of computers and Microsoft Office Suite. Ability to compile and analyze data as well as provide detailed reports for leadership.
- Ability to work independently with a team multi-task manage a heavy work volume and meet the ever-changing demands in a fast-paced environment is essential.
- Strong customer service time management and organizational skills with the ability to be very detail oriented is essential.
- Must be able to conduct training and presentations to groups of new hires and staff when applicable.
- Demonstrated ability to apply and interpret personnel policies and guidelines analyze data and present conclusions work with managers employees and the public orally and in writing.

Minimum Qualifications

Required:
- Experience with automated office systems.
- Considerable knowledge of HR laws rules regulations policies and procedures associated with State and Federal health care and retirement programs.
- Prior experience in COVA Benefits to include VRS health insurance defined contribution plans life insurance Cardinal VNAV etc.
- Excellent organizational analytical and communication skills.
- Considerable experience with Microsoft Office including Excel and the ability to compile and analyze data.
- Ability to work independently with a team multi-task manage a heavy work volume and meet the ever-changing demands in a fast-paced environment is essential.
- A valid Virginia drivers license.

Additional Considerations

Preferred:
- College degree with major course work in Public or Business Administration Human Resource Management or related area.
- An equivalent combination of training and experience indicating possession of KSAs needed for this position may substitute for formal education preference.
- SHRM-CP or SHRM-SCP certification is preferred.
- Experience working in administrative services in a hospital setting.
